AT A MEETING of the BASINGSTOKE ENVIRONMENTAL STRATEGY FOR TRANSPORT MEMBERS PANEL held at the Civic Offices, Basingstoke on 14 November 2001.

1. MINUTES
The Minutes of the meeting held on 14 February 2001 were confirmed as a correct record and signed by the Chairman.
2. TERMS OF REFERENCE
The Panel considered a report of the Chief Executive (Item 2 in the Minute Book) on amendments to the Panel's Terms of Reference following the constitutional changes to the County Council.
RESOLVED:
That the revised Terms of Reference be noted.
3. OUTLINE OF BEST
The Panel received an oral report by the County Surveyor on the overview of the strategy for the Basingstoke Environmental Strategy for Transport area.
The County Surveyor summarised the objectives and the approach of BEST along with its work towards sustainability and improving modal choice. As requested the five year financial allocation of almost £60m comprised 14% from LTP, 21% external funding, 57% highway maintenance, and 5% other (minor works, safer routes to school, casualty reduction, etc.).
4. BASINGSTOKE PASSENGER TRANSPORT STUDY - CURRENT SITUATION
The Panel considered a report of the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 4 in the Minute Book) on the current situation concerning the Basingstoke Passenger Transport Study. Four key elements necessary to ensure successful implementation of the outcomes of the study were identified.
Concerns were raised over the possible impact of the Quality Bus Partnership benefiting specific routes to the detriment of other routes.
Members agreed that the proposed measures required full support from those involved as well as major input from the service providers.
RESOLVED:
(i) That the recommendations of the consultants' study, as set out in the report, be noted.
(ii) That it be a RECOMMENDATION to the Executive Member for Environment
That implementation of the proposed measures to support significant improvements in passenger transport provision in the Basingstoke Environmental Strategy for Transport area be approved.
5. BASINGSTOKE TRANSPORT MONITORING
The Panel considered a report of the County Surveyor (Item 5 in the Minute Book) on results of a monitoring exercise undertaken in March 2001, as part of the Basingstoke Environmental Strategy for Transport. The report detailed the results obtained from an extensive programme of surveys which included road traffic, cycling, pedestrian activity, bus and train use, and air quality and the Transpol household questionnaire surveys.
During the ensuing discussion Members identified further areas which should be included in future surveys. The Chairman requested that Members put in writing to the County Surveyor additional items they wished to see in future reports.
RESOLVED:
That the results of the 2001 Basingstoke Environmental Strategy for Transport surveys and the Transpol household questionnaire surveys be noted.
6. A33 BASINGSTOKE TO RISELEY CORRIDOR - OUTCOME OF CONSULTATION
The Panel considered a report of the County Surveyor and the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 6 in the Minute Book) on the current position of schemes in the corridor and on the outcome of the consultation exercise undertaken in July 2001.
During the ensuing discussions the County Surveyor informed Members of individual schemes proposed for the corridor. Members advised that urgent clarification on the position of the new railway station at Chineham was required, and urged officers to take particular account of the impact on the local area of car parking proposals associated with the station.
Members requested that consultation take place with cycle groups on the issue of the Norn Hill to Chineham cycle route so as to ensure the needs of the user would be met.
It was agreed that measures to deter `rat running' should be considered in Chineham as there had been a serious ongoing problem for some time with traffic to Chineham Business Parks using the residential area.
RESOLVED:
(i) That the outcome of the consultation on the A33 Basingstoke to Riseley corridor be noted.
(ii) That it be a RECOMMENDATION to the Executive Member for Environment
That the implementation programme for the A33 Basingstoke to Riseley corridor as set out in the report and Appendix 4, be approved.
7. A30 BASINGSTOKE TO M3 JUNCTION 7 - PROGRESS REPORT
The Panel considered the report of the County Surveyor (Item 7 in the Minute Book) on progress made to date in implementing measures in the A30 Basingstoke to M3 Junction 7 corridor. The County Surveyor informed Members that considerable progress had already been made in the A30 corridor and that further measures had been proposed for which preliminary work was under way, including the redesign of Kempshott Roundabout and investigation of the Brighton Hill Roundabout to Winchester Road Roundabout section.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Environment
That the investment programme for the A30 Basingstoke to M3 Junction 7 corridor, as set out in the report, be approved.
8. A340 BASINGSTOKE TO TADLEY CORRIDOR - COORDINATION OF PROPOSED DEVELOPMENT AND TRANSPORT MEASURES
The Panel considered the report of the County Surveyor and the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council (Item 8 in the Minute Book) on the current position for proposals in the A340 Basingstoke to Tadley corridor.
Officers advised Members that the residential development figures set out in Figure 1 attached to the report represented sites put forward as part of the development plan process but stressed that no decisions had been taken in respect of them.
RESOLVED:
That the current position on proposals for the A340 Basingstoke to Tadley corridor, be noted.
9. INTELLIGENT TRANSPORT SYSTEMS - PROGRESS REPORT
The Panel considered a report of the County Surveyor and the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 9 in the Minute Book) on progress made in developing intelligent transport systems for the Basingstoke Environmental Strategy for Transport area. Members agreed that there was great potential for the intelligent transport systems and fully supported the report.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Environment.
That the proposed investment programme for Intelligent Transport Systems for the Basingstoke Environmental Strategy for Transport area be approved.
10. VICTORY ROUNDABOUT AND ASSOCIATED SCHEMES
The Panel considered a report of the County Surveyor and the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 10 in the Minute Book) which set out traffic signal proposals for Victory Roundabout and other associated schemes.
The County Surveyor advised Members that it would be in the region of six to nine months before any more detailed reports could be provided. Members asked that a map setting out potential bus priority measures be supplied.
RESOLVED:
That the current position regarding traffic signal proposals for the Victory Roundabout, together with associated schemes be noted.
11. SAFER ROUTES TO SCHOOLS - CURRENT POSITION
The Panel considered a report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 11 in the Minute Book) which set out the current position regarding progress made on Safer Routes to School schemes. The Chairman congratulated officers on the progress made to date.
It was noted with some disappointment that only 27 schools had responded and that it was of vital importance to have schools' co-operation to enable the schemes to succeed.
RESOLVED:
That the progress on current Safer Routes to School schemes be noted and the priority programmes as set out in the report be supported.
12. 20 MILES PER HOUR ZONE - UPDATE
The Panel considered a report of the Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 12 in the Minute Book) on the current position regarding 20 miles per hour zone following public consultation exercises.
Following successful public consultation exercises in the Fairfields and St. Michael's Road areas it was anticipated that implementation in the Fairfields area would begin this year and be completed next financial year and the scheme for St. Michael's Road would commence in 2002/03.
RESOLVED:
That the measures outlined in the report for the Fairfields area and St. Michael's Road, Basingstoke be noted.
13. PROPOSED A339 DETRUNKING
The Panel considered a report of the County Surveyor (Item 13 in the Minute Book) on the current position regarding the detrunking of the A339. The County Surveyor advised Members that a number of proposals had been put to the Highway Authority but the latter had not as yet responded positively to them.
RESOLVED:
That the current position regarding the detrunking of the A339 between Basingstoke and the county boundary with West Berkshire be noted.
14. PROPOSED TRANSPORT SCHEMES IN THE RURAL BASINGSTOKE AREA, AND WHITCHURCH AND OVERTON
The Panel considered a report of the County Surveyor and Director of Planning, Environment and Transport (Basingstoke and Deane Borough Council) (Item 14 in the Minute Book) on the current position regarding transport schemes in the rural Basingstoke area, Whitchurch and Overton.
The County Surveyor reported that the costs of the Whitchurch Community Bus, jointly financed by Basingstoke and Deane and the Rural Transport Partnership scheme was £8,000 and not £3,500, as stated in paragraph 6.2 of the report.
RESOLVED:
That the current position regarding transport schemes in the rural Basingstoke Environmental Strategy for Transport area, Whitchurch and Overton be noted.
