AT A MEETING of the ANDOVER TRANSPORTATION STRATEGY MEMBERS PANEL held at the Guildhall, Andover on Monday 19 November 2001.

1. MINUTES
The Minutes of the meeting held on 14 March 2001 were approved as a correct record and signed by the Chairman.
2. DEPUTATIONS
The Panel received a deputation from Mr B. Carrier of Weyhill Road on the
Weyhill Traffic Management Scheme.
3. TERMS OF REFERENCE
The Panel considered the report of the Chief Executive (Item 2 in the Minute Book) detailing amendments to the Panel's Terms of Reference in the light of the constitutional changes to the County Council.
RESOLVED:
That the revised Terms of Reference be noted.
4. HAMPSHIRE LOCAL TRANSPORT PLAN - ANNUAL PROGRESS REPORT
The Panel considered the report of the County Surveyor (Item 3 in the Minute Book) on the first Annual Progress Report (APR) submitted to the Government in August 2001. Confirmation of Government funding for the following year was dependent on the progress being made implementing the Local Transport Plan, hence the importance of the APR. Supplementary bids were submitted on 31 August and included a CIVITAS bid for £1.2 million (a European Commission Initiative, related to innovation in environmentally acceptable transport and systems). The outcome of the bid process was expected in December 2001.
RESOLVED:
That the Panel notes the report on the delivery of the Local Transport Plan.
5. ANDOVER TRANSPORT STRATEGY - PROGRESS REPORT
The Panel considered the report of the County Surveyor (Item 4 in the Minute Book) providing updates on a number of schemes currently being undertaken to implement the Andover Transport Strategy. The following points arose (inter alia):
(i) Salisbury Road/Millway Road traffic management scheme
A letter was being sent to residents to inform them of the start of the scheme in early December, with completion expected by March 2002. Officers would keep the local Member informed of progress on resolving sight lines for a resident whose property adjoined the new roundabout at Millway Road.
(ii) Weyhill Road traffic management scheme
Following a presentation on the traffic management scheme members welcomed the overall design to slow traffic and improve safety on the Weyhill Road by the implementation of a series of measures including junction improvements, the provision of a mini roundabout, a controlled crossing and central refuges. Members expressed their support for the majority of the project. However it was considered that further discussion about aspects of the scheme in the vicinity of the shops forecourt, Meadow Way and Portway Close should be undertaken with local County Members. The recommendation was amended as set out below:
(iii) Charlton Road/Foxcotte Road traffic management scheme
A further report following the completion of detailed design work would be submitted to the next meeting of the Panel.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Environment:
(a) That, following further discussion between the local County Members about outstanding design issues in the Portway Close/ Weyhill Road area, the results be reported back to the Executive Member to assist in the completion of the detailed design work for the Weyhill Traffic Management Scheme.
(b) That the progress on all schemes in this report be noted.
6. TEST VALLEY BOROUGH LOCAL PLAN REVIEW
The Panel considered the report of the Head of Planning Services, Test Valley Borough Council (Item 5 in the Minute Book). Due to staffing difficulties the publication of the first deposit of the Local Plan had been delayed beyond December 2001.
RESOLVED:
That this report be noted.
7. TEST VALLEY BOROUGH COUNCIL DECRIMINALISATION OF ON-STREET PARKING ENFORCEMENT
The Panel considered the report of the Head of Technical Services, Test Valley Borough Council (Item 6 in the Minute Book). Members noted that Test Valley would be following other Hampshire District Councils in setting up decriminalised parking enforcement.
RESOLVED:
That it be a RECOMMENDATION to the Executive Member for Environment
(i) That the joint funding of the setting up of a Special Parking Area covering the Test Valley Borough area be supported; and
(ii) The funding be subject to incorporation into the Borough and County Council's Capital Programmes when considered in January 2002.

RESOLVED:
That the next meeting of the Panel be held at The Guildhall, Andover at 2.30 p.m. on Monday 25 March 2002.
