1. The current adopted Local Plan (1996) is being reviewed following the approval of the County Structure Plan 1996-2011. In May 2000 a series of draft briefs were published for public comment which identified the Borough Council's preferred options in terms of meeting the strategy requirement for housing.

2. The Andover Beyond 2000 Brief identified two sites to the east of the town as the preferred location for housing and in broad terms set out the main elements of a comprehensive transportation package.

3. Responses to the transportation issues are being prepared by officers of the two authorities and further technical work is being undertaken. This work included the preparation of a travel questionnaire which was delivered to all households in the town, and analysis of responses. The results will inform future decision making on transport issues. A transportation model is currently being developed to provide a means of comparing the transport merits of the competing locations for development. Work is also in progress with the County Planning Officer on the environmental issues which need to be addressed regarding Andover's Ring Road, in particular landscape and ecology. When the work is completed on these projects it will be reported to the Panel.

4. In April 2001 the Borough Council published a timetable for the preparation of the Local Plan with a target of December 2001 for the publication of the first deposit. It has not been possible for a number of reasons to meet that initial target and a revised timetable is currently being prepared.
