A contribution of £216,000, excluding fees, has been made from the Policy & Resources Committee's 2001/02 AMP Condition funding towards this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
The existing school comprises some 1,630 m2 of accommodation and the annual fuel cost is approximately £5,300.
Upon completion of this project and following the removal of the double temporary building, it is anticipated that the annual increase in fuel cost for the school will be in the order of £350.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The double temporary classroom unit on this site, which provides 60 places, has deteriorated to such an extent that an elevation failed during the October 2000 storm due to decay ( a window blew into one of the classrooms). This has resulted in one side of the unit being boarded up to give stability.
The capacity of the school, including the places provided by the temporary unit is 420, with 417 pupils on roll. Forecast numbers show this number remaining stable requiring the replacement of the unit.
3. DETAILS OF SITE
LOCATION
Halterworth Primary School is located at Halterworth Lane, Romsey
ADJOINING LAND AND BUILDINGS
The site is bordered by residential accommodation to the north and west with the A3090 and the town of Romsey beyond. To the south is further housing with fields and farm accommodation beyond. To the east is open fields with the A27 and the village of North Baddesley beyond to the south-east.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 7.00 acres (2.83 hectares). The DfES guideline for a school of this size is 4.50 acres (1.82 hectares).
PLANNING POSITION
Planning permission for these proposals has been granted.
SUITABILITY FOR PROJECT
The Headteacher, Governors and staff have been consulted throughout the feasibility and design stages of this scheme and the proposals have been agreed.
The project will enable the replacement of a double temporary classroom with two general teaching classrooms. The development will also encompass an IT and a Special Needs Room along with additional circulation areas and a secure landscaped courtyard, all of which will improve the teaching environment for pupils.
RESULTS OF TRIAL BORE HOLES
A site investigation has revealed the ground condition to be topsoil overlying a sandy gravel substrata.
The recommended foundations for this project are pad and strip foundations founded approximately 1000mm below existing ground level.
ACCESS
The main vehicular Access point to the school site is to the north-west of the site, from Halterworth Lane, which runs the length of the western boundary of the site. The main pedestrian access point is located further north along Halterworth Lane.
It is proposed that a contractors compound be established to the east of the school playground on an area of the school playing field. It will be necessary for the contractor to use part of the school playground to access the compound and appropriate security arrangements made for this. The contractor will need to share the only vehicular entrance to the site with other school traffic and site restrictions will be enforced on the time and place of deliveries.
COMMENTS ON SITE LAYOUT
The school site is rectangular in shape with the vehicular entrance and car parking areas to the north-west. The school has two playground areas in the north-west corner of the site and directly south of the school buildings. The playing field extends from the school to the east and a double temporary classroom, which will be removed upon completion of these works, is positioned to the south-east corner of the school adjacent to the playground.
The new accommodation will be constructed to the south-east corner of the school and will extend the existing building line towards the playing field. The layout of the new accommodation will form a secure courtyard area which will be landscaped.
MAINS SERVICES POSITION
Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Paving will be provided to the perimeter and entrance / exit points of the new accommodation and the position of the new extension will create an enclosed courtyard area to the east of the main school building.
The courtyard will have a tarmac covering and benching, line marking, a sand pit area along with planting of trees and shrubs will be provided in this area which is intended to be used by pupils in the reception class.
The area currently occupied by the double temporary classroom will be reinstated following removal from site.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension to the south-eastern corner of the existing school to provide replacement permanent accommodation and additional specialist facilities. The extension will provide the following accommodation:
- two classrooms, with store and wet area
- IT Suite, with stores
- special needs room
- corridor with cloak areas
The shape of the extension will provide a courtyard area enclosed on three sides by buildings. The northern elevation will have a wall and planting to provide an enclosed secure play area for reception aged pupils.
PLACES PROVIDED
60 replacement places will be provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was constructed during 1971, with later additions of classrooms and music / drama facilities in the 1980's and 1990's. The original school is of a SCOLA design with later extensions in a traditional brick design and all of the buildings are all considered to be in a good condition.
TEMPORARY BUILDINGS
There is currently one double temporary classroom located to the south east of the school buildings. The unit is considered to be in a poor condition and will be removed from site and the area reinstated upon completion of the new accommodation.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
Any visual impact on site will be minimal as the extension is to the rear of the site behind existing buildings.
The site will benefit from the removal of a temporary classroom and the provision of a secure courtyard for reception aged pupils. No trees will be removed from site as part of these proposals and additional shrubs and planting will be included.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The new accommodation has been designed to reflect the varying styles of architecture which exist on this site. The Special Needs Room has been designed to match the adjoining music / drama room and will be of a brick and render construction with a high performance felt roof covering and aluminium framed windows.
The two classrooms and IT suite have been designed to match the recent two classroom extension to the north and will be constructed from fair faced brick panels with aluminium doors and windows with a high performance felt roof covering.
FACILITIES FOR THE DISABLED
The proposed new accommodation will have level access throughout and will be constructed at the same level as the existing building which will eliminate the need for internal ramps. There is sufficient toilet provision, including an accessible WC, within the existing building and therefore no further toilets have been included in this design.
HEATING AND VENTILATION SYSTEMS
A new domestic size gas fired boiler serving a low pressure hot water system feeding radiators to the classrooms and under floor heating to the IT suite will be included in the proposed new accommodation.
The IT Suite will have extraction ventilation, elsewhere the ventilation will mainly be by natural means via opening windows.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide permanent replacement general teaching classrooms along with specialist teaching areas and will enable the removal of temporary buildings from site.
CAR PARKING
There will be no change to the existing car parking arrangements on this site.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Test Valley Borough Council, County Surveyors, Estates Practice.
5. THE BUILDING DEVELOPMENT
These proposals realise permanent replacement accommodation and a dedicated external landscaped courtyard. The additional classroom and circulation space will better meet the operational requirements of the school.
