Summary

1.1

Wellow Primary School was constructed pre 1900 and an assembly hall, kitchen extension and a classroom extension were added during the 1980's. There are currently two single temporary classrooms on the site which are used for general teaching. A bid was made under the New Deal for Schools (NDS) Initiative to replace one of the temporary classrooms on site with permanent teaching accommodation and the bid was successful.

Following receipt of NDS funding £101,000, excluding fees, has been included in the Education Committee's 2001/02 Minor Works Capital Programme for the removal of a temporary classroom and provision of replacement accommodation. In order that both temporary units can be removed from site and replaced with permanent teaching accommodation further funding of £98,000, excluding fees, has been added from the Education Committee's Contingency fund. Further funding of £50,000 has been added by the school. The three combined funding sources provide a total of £249,000 excluding fees, for the proposals outlined in the attached design project appraisal.

The purpose of this report is to outline the proposals and seek approval to the attached building design project appraisal.

Scope of the Works

2.1

It is proposed to construct a single storey extension to the northern elevation of the existing school building on an area currently laid to grass. The extension will provide two general teaching spaces, each with a store and wet area, two WC's one of which will be an accessible WC, corridor with cloak areas and enlarged staff room.

Internal alterations will be undertaken to the existing building to modify and enlarge the existing staff room and remodel the area adjoining the new accommodation to provide a store, further cloak areas and access to the extension. Due to differing levels on this site a ramp will be provided to link the new accommodation to the existing building.

The position of the new extension will create a courtyard area which will be paved and new trees and shrubs planted. A new wall will enclose the courtyard and provide security from the car park and main site entrance to the north. Doors from the new accommodation will lead out into the courtyard and it is anticipated that this area be used for outside teaching as well as a play area.

Two single temporary buildings which are currently located to the south of the site will be removed upon completion of the building works and the area will be reinstated.

Funding and Timing

3.1

As detailed in 1.2 above, the total available funding for this project is £249,000, excluding fees.

3.2

It is anticipated that tenders will be invited during late November 2001 and works will commence on site during January 2002 and be completed during June 2002. The temporary buildings will be removed during July 2002.

Conclusion

The proposed scheme will result in the provision of permanent replacement teaching accommodation and the removal of temporary buildings providing an improved environment for pupils. Approval is accordingly sought to the attached design project appraisal.
