Landlord Funded Work connected with this Scheme
There is no Landlord funded work to be undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £1,242 per m2
The above net cost relates to the new build element of the scheme only; it would be misleading to provide a gross cost per m2 owing to the alterations element of the scheme.

(a) Energy Costs
The existing school comprises some 1,050 m2 of accommodation and the annual fuel cost is approximately £7,000.
Upon completion of this project and following the removal of both temporary classrooms, it is anticipated that the annual fuel cost for the school will remain unchanged.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The school currently has a capacity of 270 places, including the 60 provided in the two temporary classroom units. The current number on roll is 235 but projected numbers show this rising to the `normal' level of 260 pupils.
Of the two single temporary classrooms on site one is in a very poor condition and the other is a replacement for a recently condemned unit. Funding for the unit in very poor condition was secured under the New Deal for Schools bidding process although both units had previously been the subject of a failed bid to replace them when they were both in very poor condition.
The replacement of both units will provide the required accommodation for the school in permanent buildings and will allow the removal of both temporary classroom units.
3. DETAILS OF SITE
LOCATION
Wellow Primary School is located at Romsey Road, West Wellow.
ADJOINING LAND AND BUILDINGS
The site is surrounded on all sides by fields and farm buildings with residential accommodation further to the west. Beyond and to the south is the main A36 Salisbury Road.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 4.34 acres (1.76 hectares). The DfES guideline for a school of this size is 3.25 acres (1.30 hectares).
PLANNING POSITION
Planning permission for this project was approved during September 2001.
SUITABILITY FOR PROJECT
Upon completion of these proposals the school will offer permanent teaching accommodation for all of its pupils and all temporary buildings will be removed from site.
RESULTS OF TRIAL BORE HOLES
A site investigation has been undertaken and revealed the ground conditions to be made ground overlying dense sand to a depth of 1.0m below ground.
The proposed foundations are trench fill and suspended beam and block ground floors have been specified.
ACCESS
The main vehicular and pedestrian access point to the school site is from Romsey Road and via a private access road to the north. Pedestrian access can also be made from School Road to the south of the school site.
It is proposed that the contractors compound be established to the north of the school on part of the existing car park which will allow direct access to the area of construction. The contractor will share the only vehicular entrance point with the school, however, site restrictions on time and place of deliveries and working hours will be enforced.
Existing vehicular and pedestrian access arrangements will apply on completion of the works.
COMMENTS ON SITE LAYOUT
The school site is `L' shaped with the school buildings arranged along the western boundary and the playing field extending to the east. The main vehicular and pedestrian entrance is to the north with a second pedestrian entrance point located to the south. The car park occupies the north of the site adjacent to the main site entrance and two temporary buildings are located in the south-west corner of the site.
The proposed two classroom extension will be constructed along the western boundary of the site and will adjoin an existing classroom. When completed the extension will create a courtyard area with buildings on three sides. The school car park will lie to the north and a wall will be constructed and trees and shrubs will be planted to enclose the courtyard and provide a secure play area for pupils.
The two temporary buildings will be removed from the south of the site and the area reinstated.
MAINS SERVICES POSITION
Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
The newly created courtyard will be paved and trees and shrubs will be planted in this area. Existing trees located along the western boundary will be removed prior to the commencement of the buildings works to make way for the new building and the existing hedge on this western boundary will be reinforced.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a single storey extension which will adjoin the northern elevation of the existing school building and will occupy a position along the western boundary of the site on an area previously laid to grass. The extension will provide the following new accommodation:
- two classroom each with store and wet area
- two WC's, one of which will be accessible
- corridor with cloak areas.
The new extension will adjoin the existing staff room, which will be enlarged and will occupy part of the new accommodation. Internal alterations to the existing building will be undertaken to provide access to the new extension and to provide additional cloak areas and a store.
Due to the differing levels on this site the extension will be constructed at a lower level to the existing building and a ramp will be constructed to link the two areas. Double doors will be included in the new corridor to give direct access to the courtyard and an entrance will be created from the corridor leading to the car park to the north.
PLACES PROVIDED
60 replacement places will be provided.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school building was constructed during 1875 and an assembly hall and kitchen extension and then a classroom extension were constructed during the 1980's.
The existing buildings on site are considered to be in a good condition for their age and type.
TEMPORARY BUILDINGS
There are currently two single temporary buildings located to the south of the school buildings near to the southern site boundary. One of the units is in a very poor condition and the second is considered to be in a good condition. Upon completion of the building works both units will be removed from site and the area reinstated.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The site will benefit from the removal of temporary classrooms and the provision of a dedicated external play / teaching area. Trees and shrubs will be planted and the hedge boundary to the west will be improved.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed extension will be of a traditional brick construction that will compliment both the original school building and the later 1980's additions.
The pitched roof will have a plain tile covering and windows will be timber framed and double glazed.
FACILITIES FOR THE DISABLED
Due to the differing levels on this site a ramp will be provided to the main entrance of the new accommodation from the existing building. The extension will have level access throughout and one accessible WC will be provided within the new accommodation.
HEATING AND VENTILATION SYSTEMS
The existing gas fired boiler serving a low pressure hot water system feeding radiators will be extended to serve the new accommodation.
The two WC's will be mechanically ventilated and ventilation to all other areas will be by natural means via opening windows.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide suitable teaching facilities in permanent buildings. The proposals will enable the removal of all temporary buildings from this site.
CAR PARKING
There will be no change to the existing car parking arrangements on this site.

The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice.
5. THE BUILDING DEVELOPMENT
The new accommodation has been carefully planned to make optimum use of the available space on what is an unusual shaped site. The project will enable the removal of temporary buildings and will improve the external play areas.
