Summary

1.1

Halterworth Primary School was built in 1971 and the original school is of a SCOLA design. Later additions of general teaching classrooms and music / drama accommodation were made in the 1980's and 1990's. The school currently has 418 pupils on roll and two teaching spaces are currently accommodated in a double temporary classroom.

Following a recent survey by the Director of Property, Business and Regulatory Services of temporary buildings on Hampshire County Council sites the double temporary building at this school was identified in the Asset Management Plan (AMP) as being in a poor condition and should be replaced.

Subsequently an agreement was made by the Director of Property, Business and Regulatory Services and the County Education Officer to replace the temporary building at this school with permanent teaching accommodation. The project will also include the provision of ICT and SEN rooms.

There is no specific funding in the Education Committee's Capital Programme for this work and it is intended that funding from both the Education Committee's New Deal for Schools (NDS) Modernisation funding and the Policy and Resources Committee's 2001/02 AMP Condition budget be used to fund the works, along with a contribution from the school's devolved capital allocation in this and future years.

As detailed in the County Education Officer's report elsewhere on the agenda the Education NDS Modernisation funding is not expected from the Department for Education and Skills (DfES) until the 2002/03 financial year. Therefore, in order that the scheme can proceed the Education Committee have contributed £68,000, excluding fees, from resources previously allocated to Bridgemary Community School which will be reinstated from the NDS Modernisation funding in 2002/03.

Therefore, funding of £216,000, excluding fees, has been made available from the Policy & Resources Committee's 2001/02 AMP Condition funding, £68,000, excluding fees, from the Education Committee's 2001/02 Capital programme, along with £67,000, excluding fees, from the School.

The purpose of this report is to outline the proposals and seek approval to the attached building design project appraisal.

Scope of the Works

2.1

It is proposed to construct a single storey extension to the south-east corner of the school which will extend the existing building line towards the playing fields to the east. The accommodation will provide two general teaching classrooms, each with a store and wet area, an IT suite with stores, Special Needs Room and corridor with cloak areas.

The location of the new extension will create a courtyard area which will be used by reception aged pupils. The courtyard will be enclosed by buildings to three sides and a fence will be constructed to the northern elevation to provide a secure play area. Seating, line marking, sand pit, trees and soft landscaping will be provide in this area.

The school has a double temporary building located to the south of the school buildings between the school and playground and this unit will be removed upon completion of the building works and the area reinstated.

Funding and Timing

3.1

As detailed above, the funding for this project is £216,000, excluding fees, from the Policy and Resources Committee's 2001/02 AMP Condition budget, £68,000, excluding fees, from the Education Committee's 2001/02 Capital Programme, along with £67,000, excluding fees, from the school, which incorporates the whole of the school's devolved capital allocation from 2000/01 to 2003/04. This gives a total allocation of £351,000, excluding fees. In 2002/03 financial year a reimbursement of £68,000 will be made from the anticipated NDS Modernisation funding to the Education Capital Programme.

In order to maintain the programme as detailed below it is proposed that this project be negotiated with Mansells Construction Services Ltd. This contractor has previously successfully undertaken a two classroom extension at this school and has knowledge of the site and a good working relationship with the school. Negotiations will be undertaken during November / December 2001 it is anticipated that the works will commence on site during January 2002 and be completed during July 2002.

Conclusion

The proposed scheme will result in the provision of permanent replacement general teaching accommodation, new specialist teaching accommodation and the removal of a temporary building, providing an improved environment for pupils. Approval is accordingly sought to the attached design project appraisal.
