GOAL

To identify the needs of young people in Hampshire; review current provision; and identify options for continuous improvement through a comprehensive, corporate and interagency strategy

Comparative authorities:

The following authorities have been supplied by Office for Standards in Education (OFSTED) and (CITFA) of Hampshire's nearest neighbours'. These lists identify the counties closest and similar to Hampshire in terms of work with young people. A selection of 5 authorities common to both lists may provide a more succinct comparison. The Review Team to give this further consideration. The authorities are: Oxfordshire; Cambridgeshire; Gloucestershire; Bedfordshire, Dorset, Nottinghamshire, Lancashire, Suffolk, Kent and Hampshire

Comparative data is readily available from the National Youth Agency on work with young people, which is delivered by local authority Youth Services. The information from the NYA is increasingly reliable. A national audit of youth services was established in 1998. This has now become an annual audit comparing similar data from each authority.

Information on other services to young people will need to be obtained directly from each comparator authority.

Consult

A range of consultation processes have taken place. These include:

    1. Miller Associates qualitative research with focus groups of young people which was commissioned as a result of Hampshire's wide ranging Mori poll.

    2. Survey of young people using Hampshire County Youth Service in 2000. A similar survey is planned of a sample group for October 2001

    3. Initial consultation with Youth Service staff was undertaken in June 2001. Further consultation with HCC staff will take place. (Details to follow)

    4. Consultation with external stakeholders is planned for January and February 2002.

    5. Initial consultations with District Councils took place in April and September 2001. Further consultation is planned for January / February 2002.

    6. A range of consultations are taking place with young people in the development of the Connexions Service. Data from these consultations will be considered in the review. Consultation with young people specifically focussed on this review is also planned from November 2001.

    7. Consultation with internal stakeholders is due to take place on 5 October 2001.

Challenge

A rigorous challenge process has been established. An initial workshop meeting was held in July involving invited delegates both from within and outside the county who work with young people. The meeting reviewed current work and began to draft some objectives for developing a youth strategy which all organisations working with young people could support and have a role in implementing.

The challenge process will continue to involve key people from both within the County Council and from outside. In particular, delegates from the academic sector, the business community and from agencies delivering services to young people, both inside and outside of the authority have been recruited. Challenge workshops are planned for January 31st 2002 and March 27th 2002.

The review team includes a member from Hampshire Constabulary, an academic from the Youth Affairs Unit at De Montfort University who is also an occasional inspector with Ofsted.

SCOPE

The review is focusing on services delivered to young people in the 13-19 age group which is consistent with the Youth Service priority age group and the Connexions Strategy. The review is considering services provided by the County Council to young people, which take place in an informal educative environment.

CONSTRAINTS

The review started in January 2001 and the final report will be presented in July 2002. The review has been constrained in year one by the need for the Review Team to clarify the actions and support required, for moving from a review of the Youth Service and Adolescent Services Social Services, to a much wider cross cutting review.

DEPENDENCIES

The review has moved from focusing on adolescent services and the Youth Service to a corporate review of services to young people. Initially it was difficult to engage Social Services in the review and further difficulties have been encountered in establishing a focus for the review across the whole organisation. Obtaining initial data from separate departments has not been easy, especially when some areas are covered by other reviews.

The review will consume considerable resources and if , as expected, it will require two years to complete, this will require additional resources to those currently allocated. The review needs to draw on resources from a range of services as it is currently drawing heavily on the Youth Service, with some support from Social Services.

To gain the true picture of work within the County Council of services to young people will be time consuming and not all departments will be able to identify their services in a way that fits the review. Some of the information will , therefore, be inaccurate and in some cases a `best guess'. The meeting of internal stakeholders planned for October will move the situation forward.
