AT A MEETING of the WINCHESTER MOVEMENT AND ACCESS PLAN JOINT MEMBERS PANEL held at The Castle, Winchester on Tuesday 4 December 2001.

1. MINUTES

The Minutes of the meeting held on 13 February 2001 were confirmed as a correct record and signed by the Chairman.

Arising thereon
:

      (i) Minute 58(ii) - Visit by Planning and Transportation Committee to Cambridge.

      It was suggested that as the Panel now consisted of several new Members, and particularly in light of the previous visit being open to Hampshire County Council representatives only, that a second visit to Cambridge would be welcomed.

      (ii) Minute 59(i) - Freight Forum in Winchester

      The County Surveyor informed Members that the second meeting of the Forum had taken place on 9 November where a presentation on the freight survey work being carried out by the University of Southampton was given. A report on the freight survey work would be brought to a future meeting of the Panel.

      (iii) Minute 61 - 20 Miles Per Hour Zones

      The Panel noted that a visit to Salisbury to view speed limit zones in operation had taken place, and that those Members who attended found it to be an informative experience. Officers hoped to bring a report on 20 miles per hour zones to the next meeting of the Panel.

2. TERMS OF REFERENCE

The Panel received a report of the Chief Executive (Item 2 in the Minute Book) on amendments to the Panel's Terms of Reference following the constitutional changes to the County Council.

RESOLVED:

That the revised Terms of Reference be noted.

3. LOCAL TRANSPORT PLAN - ANNUAL PROGRESS REPORT

The Panel received a report of the County Surveyor (Item 3 in the Minute Book) on progress made on the delivery of the Local Transport Plan (LTP) and on the County Council's first Annual Progress Report (APR) which was submitted to the Government Office for the South East (GOSE) on 31 August 2001. Confirmation of funding for 2002/03 was dependent on progress being made in implementing the LTP, hence the importance of the APR. Early indications suggested that the County Council was on target to meet its LTP objectives. A formal response from GOSE was expected within the next few weeks.

RESOLVED:

That the progress made on the delivery of the Local Transport Plan be noted.

4. EUROPEAN PROJECTS

The Panel received a report of the County Surveyor and the Director of Development Services (Winchester City Council) (Item 4 in the Minute Book) which outlined links between the Winchester Movement and Access Plan and projects sponsored by the European Union. The County Surveyor explained that at present there were 3 European projects, CIVITAS, PEPTRAN and TravelSmart.

Following a successful proposal, the County Council had been invited to the final negotiation stage for matched European Union funding under the CIVITAS initiative.

The PEPTRAN project would enable the development of a route planner and journey information service that could, among many things, reduce journey times; develop sustainable local transport and encourage walking and the use of public transport. Currently technical tests were taking place and it was hoped to complete these by February 2002 when trialling would begin.

The TravelSmart project was still in its early stages but would involve establishing smartcard technologies for the tourism and transport sectors.

RESOLVED:

That the involvement in European Union projects CIVITAS, PEPTRAN and TravelSmart in the context of the Winchester Movement and Access Plan be noted.

5. WINCHESTER DISTRICT LOCAL PLAN REVIEW

The Panel received a report of the Director of Development Services (Winchester City Council) (Item 5 in the Minute Book) which set out the current position on the Winchester District Local Plan Review. The Plan had been placed on deposit for a six-week consultation period, which had recently ended. In the region of 3000 responses were received, 660 of which were received in respect of the West of Waterlooville MDA proposals and 220 for Winchester City (North).

The next stage of the process, once representations had been considered, would be for Winchester City Council to make any necessary changes and to publish a Revised Deposit Plan.

RESOLVED:

That the current position on the Winchester District Local Plan Review be noted.

6. CHESIL STREET/BAR END ROAD IMPROVEMENT SCHEME - OUTCOME OF PUBLIC CONSULTATION

Dr. David Cohen, Chairman of the Chesil Street Residents' Association made a deputation in respect of the proposed improvement scheme for Chesil Street/Bar End Road. The Panel then considered a report of the County Surveyor and the Director of Development Services (Winchester City Council) (Item 6 in the Minute Book) on the matter. The County Surveyor informed Members that the scheme had received general support as a result of the consultation exercise, although a few minor alterations would be required to the design.

The Chairman agreed to make a site visit to Chesil Street with officers and local County and City Councillors, to view those areas where there was not total unanimity.

RESOLVED:

      (i) That the outcome of the public consultation on the Chesil Street/Bar End Road improvement scheme be noted.

      (ii) That it be a RECOMMENDATION to the Executive Member for Environment

      That, subject to the outcome of a site visit by the Chairman and the local City and County Council Members implementation of the scheme, be approved.

7. STOCKBRIDGE ROAD/STONEY LANE/DEAN LANE JUNCTION IMPROVEMENTS - OUTCOME OF PUBLIC CONSULTATION

The Panel considered a report of the County Surveyor and the Director of Development Services (Winchester City Council) (Item 7 in the Minute Book) which set out proposed improvements to the Stockbridge Road/Stoney Lane/Dean Lane junctions following a second public consultation exercise held in July 2001. Officers informed Members that three scheme designs were considered during this time. The majority of responses indicated that Option 4, which proposed to retain the central islands with the addition of a pelican crossing, and the introduction of a mini-roundabout and cycling measures was preferred.

RESOLVED:

      (i) That the outcome of the public consultation on the Stockbridge Road/Stoney Lane/Dean Lane junction improvement scheme be noted.

      (ii) That it be a RECOMMENDATION to the Executive Member for Environment

      That implementation of the scheme based on Option 4 of the plans presented at the public consultation in July 2001 be approved.

8. BADGER FARM ROAD/OLIVER'S BATTERY ROAD JUNCTION IMPROVEMENT SCHEME - OUTCOME OF PUBLIC CONSULTATION

The Panel considered a report of the County Surveyor and Director of Development Services (Winchester City Council) (Item 8 in the Minute Book) which set out proposals for improvements to the Badger Farm Road/Oliver's Battery Road junction following a public consultation exercise undertaken during July and August 2001.
Further to concerns expressed by local residents the scheme had been designed to improve traffic movement by the addition of traffic signals at the junction. The County Surveyor reported that a total of 66% of people involved in the consultation exercise supported the scheme although in light of comments received some modifications would be required.

Councillor Collin, the local City Council representative, raised concerns over possible increased traffic congestion during peak hours and also on the traffic exiting Oliver's Battery Road South obstructing the entrance to property no. 73.

The County Surveyor assured Members that both issues had been considered. It was believed that the traffic signals would not have a significant impact on the flow of traffic. With regard to property no. 73, it had been proposed that the `stop line' be positioned back from the property entrance and in turn would allow larger vehicles entering Oliver's Battery Road South to do so without mounting the footway.

RESOLVED:

      (i) That the outcome of the public consultation on the Badger Farm Road/Oliver's Battery Road junction improvement scheme be noted.

    (ii) That it be a RECOMMENDATION to the Executive Member for Environment

    That implementation of the scheme be approved.

9. STATION INTERCHANGE/CITY ROAD JUNCTION PROPOSALS - OUTCOME OF PUBLIC CONSULTATION

The Panel considered a report of the County Surveyor and the Director of Development Services (Winchester City Council) (Item 9 in the Minute Book) which outlined the proposals for improvements to Station Interchange/City Road junction following a public consultation exercise held in October 2001.

The County Surveyor informed Members that a total of 122 responses had been received, the majority of which supported the scheme. However, most people who had expressed opposition to the scheme had opposed the proposed left turn ban from Stockbridge Road into Andover Road and on this basis it was to be reconsidered. Proposed works would include creation of two-way bus movements in Station Hill, upgrading of traffic signals and environmental improvements.

RESOLVED:

    (i) That the outcome of the public consultation on the Station Interchange/City Road junction be noted.

    (ii) That it be a RECOMMENDATION to the Executive Member for Environment

    That the scheme be approved.

10. PROPOSALS FOR ROMSEY ROAD CORRIDOR

The Panel considered a report of the County Surveyor and the Director of Development Services (Winchester City Council) (Item 10 in the Minute Book) which outlined proposed improvements in the Romsey Road corridor.

The County Surveyor informed Members that a number of schemes were proposed for the Romsey Road corridor to improve conditions, in particular for pedestrians and cyclists. A public consultation exercise would be required prior to detailed design work and implementation.

Members requested an informal meeting be held at a later date to discuss in detail the proposed improvements for the Romsey Road corridor.

RESOLVED:

That it be a RECOMMENDATION to the Executive Member for Environment

That public consultation on proposals for the Romsey Road corridor be approved.

11. SAFER ROUTES TO SCHOOL INITIATIVES

The Panel received a report of the County Surveyor (Item 11 in the Minute Book) which outlined progress made on implementing measures in connection with Safer Routes to School initiatives.

Members agreed that full support and priority should be given to those schools willing to develop travel plans. The Chairman urged Members to contact schools in their areas that had not yet responded.

RESOLVED:

That the progress on Safer Routes to School projects be noted.

That the next meeting of the Panel be held in The Wellington Room, The Castle, Winchester at 2.00 p.m. on Monday 18 March 2002.
