MINUTES OF THE MEETING OF THE COMMUNITY FIRE SAFETY TASK FORCE
HELD ON MONDAY, 19 NOVEMBER 2001 AT A2 RUSHMOOR
SDO Bacon welcomed DCFO John Bonney and Councillor Keith Chapman to the meeting.
PRESENTATION BY T/ADO CATER, SUBO RICHES AND FF MERCER |
T/ADO Cater gave an overview of the area covered by Rushmoor Fire Station. He highlighted some problems and the action that had been taken. SubO Riches described the Station Action Plan. Ff Mercer concentrated on Target 2000 and raised concerns over the effectiveness of this project. There were also discussions on the correctness of messages being taught to schoolchildren. |

MATTERS ARISING |
The Schools Fire Safety Unit is now complete and is in use delivering to key Stage 2 children. | |

REPORT ON COMMUNITY SAFETY ACTIVITIES |
4.1 |
School Fire Safety Unit - Annual Report | |
This report has now been produced. Two copies were provided for the duty watch and a station copy should arrive in the near future. All personnel were encouraged to view this document. In addition, personnel were asked to discuss problems identified by targeting with the Education Adviser prior to visits by crews. It was agreed to look at the returns from A2 regarding Target 2000. | ||

Young Firefighters | |
YFA is currently running at A31 and will be launched at C54 in the near future. It is intended to expand the scheme to other areas. | ||

Firesetter Intervention | |
The Service is considering a way of awarding a financial allowance to members of the team. | ||

Prince's Trust | |
Talks on forming a partnership between Prince's Trust and HFRS are in the early stages. | ||

Home Fire Safety Risk Assessments | |
Following the successful conclusion of the trial period, SMT gave approval to expand the scheme to all wholetime stations. All the relevant social service areas have now been trained in the process. | ||

Supply and Fit Smoke Detectors | |
The need to target groups most at need was identified. These are those identified by Social Services or by HFRS personnel as part of their daily duties. Smoke detectors will be supplied on the basis of per floor level. This should be treated as a maximum. | ||

Community Safety Training | |
The half-day training for station personnel is now progressing. | ||

Other Items | |
The concept of residential sprinklers is gaining momentum. | ||
Target 2000 will be reviewed in the near future. |
5. |
ELECTRIC BLANKET CAMPAIGN (OCTOBER 2001) |
This was a partnership campaign between HFRS and Hampshire Trading Standards, which was part funded by HFRS. Again the programme proved very successful and a large number of electric blankets were found to be unsafe and were prevented from being used again. | |
6. |
ARSON PROGRAMME |
An arson reduction programme has been agreed with the Hampshire and Isle of Wight Police and an Arson Liaison Officer has been appointed. | |
