Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There is no Landlord funded work associated with these proposals.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs
The existing school comprises some 8,800 m2 of accommodation and the annual fuel cost is approximately £33,000.
Upon completion of this project it is anticipated that the annual increase in fuel cost for the school will be in the order of £1,580
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Two separate Basic Need bids were made in September 1999 and September 2000 to extend this school by a total of 57 places. At the same time (September 2000) a bid was also submitted to seek funding to provide a resourced provision for pupils with Autistic Spectrum Disorders.
The main bid will take the school capacity to 1,104 places with a projected demand of 1,110 places by 2004/05 academic year.
3. DETAILS OF SITE
LOCATION
The Romsey School is located at Greatbridge Road, Romsey
ADJOINING LAND AND BUILDINGS
The site is bounded to the west by open fields and farm accommodation with the River Test beyond. Residential accommodation boarders the site to all other sides with open fields and the A3057 Road to the north and the town of Romsey lying to the east and south.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area is 16.60 acres (6.75 hectares). The DfES guideline for a school of this size is 18.78 acres (7.60 hectares).
PLANNING POSITION
A detailed formal Planning Application was submitted to the County Planning Officer during October 2001.
SUITABILITY FOR PROJECT
The proposals outlined in this design project appraisal have been developed in consultation with the Headteacher and Governors of the school. Upon completion of the project the school will be enlarged to accommodate 1,104 pupils.
The creation of the specialist unit will provide specialist accommodation for up to 12 pupils.
RESULTS OF TRIAL BORE HOLES
A site investigation was undertaken during April 2001 and revealed the ground conditions to be made ground overlying brown, slightly clayey fine to course flint gravel overlying grey flint gravel to a depth of 1.30m.
Conventional strip foundations and a ground bearing slab would be suitable for the proposed structure.
ACCESS
The main vehicular and pedestrian access point to the school site is from Greatbridge Road in the north-east corner of the site and these arrangements will remain unchanged both during and upon completion of these proposals.
It will be necessary to create a separate temporary entrance point to the site for use by the contractor for the duration of the contract. This will be formed from an existing entrance from Hollman Drive in the far south-west of the site. A secure temporary access road will lead north to the contractors compound which will be located to the east of the All Weather Pitch and adjacent to the proposed location of the new building.
COMMENTS ON SITE LAYOUT
The school buildings are located to the north of the site with the vehicular entrance to the north-east corner and car parking facilities to the north. Tennis courts / playcourt are located between existing school buildings and also to the south-west of the school buildings adjacent to the school playing field which extends to the south.
The proposed new accommodation will be constructed to the south of the existing buildings on an area of the school playing field to the east of the All Weather Pitch. The accommodation will link to the main teaching block via a bridge walkway which will provide direct access to the general teaching classrooms on the first floor of the new accommodation.
MAINS SERVICES POSITION
Due to the increased load associated with the proposed extension a new electrical supply and transformer will be provided as part of this project. All other existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Perimeter paving will be provided to the new building along with paths linking the new and existing accommodation and the All Weather Pitch. Areas of low level planting will also be provided around the new building
4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
It is proposed to construct a two storey extension to the southern elevation of the existing school building.
The ground floor accommodation will provide:
- Specialist Unit - with kitchenette and store
- SEN classroom
- office
- group room
- shower
- two WC's
- boiler room
- entrance - with lockers
- stairs to first floor accommodation
The first floor accommodation will provide:
- three general teaching classrooms
- corridor - with lockers
- stairs to ground floor accommodation
PLACES PROVIDED
An additional 57 places will be provided along with 12 new places in the Specialist Unit.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was constructed during 1958 and many additions in accommodation have been added in the years since, the latest being a new library and IT block which was completed during 1997.
The existing buildings on site are considered to be in a good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on this school site and none will be required either during or upon completion of the proposed scheme.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The proposed location of the new accommodation has been carefully chosen to maximise the available space on this site and complement the location of existing buildings, which will minimise the movement of pupils around the site.
No trees will be removed from site as part of these proposals.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The proposed new accommodation will be of a traditional masonry load bearing construction, with a standing seam aluminium mono-pitched roof and powder coated aluminium frame windows.
FACILITIES FOR THE DISABLED
The proposed new accommodation will have level access throughout the ground floor accommodation and level access to the first floor classrooms will be possible via the link walkway from the main building.
The school already has suitable accessible toilet provision within the existing buildings and therefore no further accessible toilets are included within the new building.
HEATING AND VENTILATION SYSTEMS
A boiler room will be located on the ground floor of the new extension and a new gas boiler will be installed to serve a low pressure hot water system feeding radiators.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the additional basic need places required for September 2002.
The proposals will realise the aim of the County Council to provide resourced provision at two secondary schools in Hampshire.
CAR PARKING
No additional car parking spaces will be provided as part of these proposals as existing parking arrangements are sufficient to meet the school's requirements.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Test Valley Borough Council, County Surveyor, Estates Practice.
5. THE BUILDING DEVELOPMENT
Upon completion of these proposals the school will have the desired amount of accommodation to meet the Basic Need requirement as well as dedicated specialist teaching accommodation.
