1. Summary
1.1 The following decision is sought:
That this Project Appraisal be approved, subject to further discussions with a view to the local District Council providing funding for the provision of CCTV in Lee-on-the-Solent High Street.
2. Reason
2.1 There are a number of small scale improvements extending across the Borough which will enhance safety for pedestrians and users of the urban area, together with improvements to the infrastructure of the area which in combination creates a rolling programme for delivery in 2002.
2.2 On 22 November 2001 the South East Hampshire Transport Strategy Meeting of County Council and District Council Representatives recommended approval of the Project Appraisal - attached as an appendix.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT (Client Department) |

On 19 July 2001 a detailed programme of schemes was recommended by the South East Hampshire Transportation Strategy Joint Members' Panel for approval by the Executive Member for Environment under Agenda Item 5 - Strategy Progress - Programme for 2001/02. This Project Appraisal now covers the programme of works in Gosport on infrastructure improvements, together with supporting improvements for the bus stations in Gosport and Fareham and other minor highway works which aid both pedestrian and cycle movements. It is considered appropriate to draw all these very small-scale improvements together so that they might be implemented in a coordinated way and provide a programme of work which can be delivered throughout the following year. |

National/County network and policies There is a clear need to enhance the role of public transport within the Gosport and Fareham area by making it both attractive to use the facilities and engender the feeling of safety at all times of the day and night. These proposals will achieve this objective and encourage other modes of transport to be used by residents in the area. | |
Details of scheme and design standards This programme includes the following schemes: | |

The attached plan shows the location of these improvements and the appendix provides additional information about the proposed works. |
Environmental impact There is expected to be minimal environmental impact arising from this proposal. Land requirements No land acquisition required. All works to be confined within existing public highway boundary. Statutory procedures None. Public consultation In view of the very low-key scale of these individual elements of the project, consultation in detail has not been carried out with members of the public. Formal consultation has been undertaken with other authorities as appropriate and the projects have generally been welcomed. Facilities for the disabled Where it is appropriate to add any facility for the benefit of this section of the community, advantage has been taken to do so. Maintenance implications There will be minimal implications and these will be taken into account in the setting of the annual budget. Crime and Disorder Act 1998 No impact. Sustainability The schemes will enhance the environment for walking and cycling, thus widening travel choice and reducing dependence upon the motor car. The issue of personal safety in Lee-on-the-Solent High Street during the evenings was raised in response to the consultation on the County Council's Sustainable Suburbs Study. The CCTV proposals in the High Street are consistent with a recommendation in the Consultants (Civic Trust) Report. |
