1. Summary

1.1 The following decision is sought:

That, subject to the approval of the Executive Member for Policy and Resources, the Project Term Contract budget appraisal be approved so that the single construction contract for the five sections of the project can be let.

2. Reasons

2.1 The Project Term Contract (PTC) cannot be let for the construction of Section 1 and subsequent sections unless approval is granted for the whole contract value.

3. Other Options Considered and Rejected

3.1 Five single traditional contracts could be used but they would not be as efficient and the economies of scale would not be achieved. It is unlikely that the same contractor would win each section and so mutual benefits of continuity would not be achieved.

4. Conflicts of Interest Declared by the Decision Maker or a Member or Officer Consulted - Not applicable.

5. Dispensation granted by the Standards Committee - Not applicable.
