STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

On 15 January 2001 the former Planning and Transportation Resources Sub-Committee approved the funding for the 2001/02 Capital Programme, which included a budget allocation for Casualty Reduction. This junction has been identified for inclusion in the Coastal Towns Transport Strategy for 2005/06.

Due to an increasing level of accidents at the crossroads, a recent study has been undertaken to investigate the provision of a roundabout at this junction (see attached location plan). All injury accidents in the three year period up to the end of 2000 involved vehicles on the through road (B3058-Bashley Road/Fernhill Lane) being in collision with vehicles turning into or out of the side roads (B3055-Sway Road/Bashley Crossroads). A roundabout would address this type of accident, reduce speeds on the through road, produce a more balanced traffic flow through the junction and reduce the delays currently experienced on the B3055 approaches. Various size roundabouts were included in the study and the current proposal is considered to be the optimum size and layout for this location.

National/County network and policies

The scheme supports the County Council's road safety and casualty reduction policies and improves pedestrian facilities.

Details of scheme and design standards

The proposed works will change the existing crossroads to a 28 metre external diameter, four-arm roundabout, with a kerbed central island plus overrun area for larger vehicles (drawing no. 17/B3055/2/6AP will be displayed at the meeting). The size and geometry of the roundabout is designed to slow traffic, whilst allowing movement by the largest standard heavy goods vehicle. Future capacity of the roundabout has been calculated for the year 2015 and shows the design to be well within the required design criteria. The existing footway will be extended northwards.

The design adheres to the design standards of the Department for Transport, Local Government and the Regions, together with those of the County Council. Road Safety Audits have been undertaken at the appropriate stages in the design process.

Environmental impact

The speed of traffic and the amount of queueing traffic will be reduced with the implementation of this scheme. The level of street lighting will be comparable to that currently in place but will employ cut-off lighting to reduce upward light emission.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

Temporary road closure traffic orders will be required during part of the construction of the roundabout for the safety of both the travelling public and the contractor's staff. This will also help reduce the construction time.

Public consultation

New Forest District Council has been consulted on the design of the new roundabout and its comments have been incorporated. The Police have been consulted over the temporary diversion routes required during the construction of the roundabout.

Facilities for the disabled

The site location is rural and the use of tactile paving in isolation is not thought to be beneficial.

Maintenance implications

The level of street lighting and the number of lit signs will be comparable to the existing layout.

Local Member's View

The local Member, Councillor Rice, supports the proposal.

Crime and Disorder Act 1998

No areas of concern have been identified.

Sustainability

The extent of the existing footway will be extended and this will support sustainable forms of transport.
