1. Summary

1.1 The following decisions are sought:

(i) That Eastleigh Borough Council should be advised that, at such time as a copy of the published First Deposit Local Plan is served on the County Council under Section 46 of the Town and Country Planning Act 1990, a statement be supplied to Eastleigh Borough Council stating that the Eastleigh Borough Local Plan is not in general conformity with the Hampshire County Structure Plan (Review) 1996-2011 as it fails to meet the overall housing provision for the Borough in Policies H2 and H4 of the Hampshire County Structure Plan (Review) for the period 2001-2011 and to demonstrate how:

(a) the objectives for urban regeneration established in Policies UB1, UB2 and UB4 of the Hampshire County Structure Plan (Review) will be implemented; and

(b) the requirements and formula for funding the provision of infrastructure, services and amenities needed to support the proposed developments in the plan as required by Policy IMP1 of the Hampshire County Structure Plan (Review) have been assessed.

(ii) That the County Council agrees the general transport content of the plan for consultation purposes.

(iii) That the County Planning Officer and County Surveyor, in consultation with the Executive Member for Environment as necessary, should be authorised to make appropriate representations or objections on the First Deposit Plan when it is formally published.

1.2 The Environment Policy Review Committee considered a report on 10 December 2001 (copy attached as an appendix). Its comments will be reported orally at the meeting.

2. Reason

2.1 To meet the statutory requirement that the County Council should issue a statement that the first deposit draft Eastleigh Borough Local Plan is or is not in conformity with the adopted Hampshire County Structure Plan (Review) 1996-2011.

3.1 To issue a statement that the Local Plan is in conformity with the Structure Plan.
