1. Summary
1.1 The following decisions are sought:
(i) That the scheme layout for the shops area of Weyhill Road should remain as the previously proposed scheme, subject to:
(a) local County Members being provided with further information to satisfy themselves that a two-way option in the service road is not preferred and further information regarding the signing associated with Traffic Regulation Orders; and
(b) some minor modifications being made to the proposed new junction to alleviate local concerns.
(ii) That this revised scheme be approved for detailed design.
2. Reason
2.1 Consideration of a number of options raised through local consultation for the shops area of Weyhill Road as part of the progression of design resulted in some slight amendments to the previously proposed scheme. The minor revisions were reported to the Andover Transportation Strategy Members' Panel on 19 November 2001 (copy attached as an appendix). Local County Members were asked to further consider the proposals in light of a deputation and the outcome of these considerations were to be reported back to the Executive Member for Environment.
2.2 Following further deliberations local County Members considered that the previously proposed scheme remains the most appropriate solution for the shops area, subject to the provision of further details regarding a two-way option for the service road and also for signing associated with Traffic Regulation Orders. They also requested that a minor modification be made to the proposed new junction design in order to make the scheme more acceptable to local residents. It is considered that the scheme has been modified as far as possible to take account of local concerns without compromising the benefits of the wider scheme.
2.3 It is considered that the previously proposed scheme for the shops area of Weyhill Road be approved for detailed design, subject to the confirmation of the above outstanding details with local County Members and also a minor modification being made to the proposed new junction.
3. Other Options Considered and Rejected
3.1 A two-way scheme for the service road was considered by officers but not progressed as the preferred scheme on the grounds of landscape, design and safety reasons.
