1. Summary
1.1 The following decisions are sought:
(i) That the joint funding of the setting up of a Special Parking Area covering the Test Valley Borough area be supported.
(ii) That the funding be subject to incorporation into the Borough and County Councils' Capital Programmes when considered in January 2002.
2. Reason
2.1 Following a study into the feasibility of decriminalised parking enforcement in Test Valley, the general conclusion reached was that the creation of the Special Parking Area is financially viable and operationally desirable. It is intended to undertake preparatory work over a 24-month period commencing early next financial year with enforcement duties being handed over by the Police in spring 2004.
2.2 The overall capital set up costs will be £106,000, with Test Valley Borough Council proposing to provide £59,000 from its area strategy contributions. A sum of £47,000 is required over two years from the County Council's Local Transport Plan programme, which will be considered for funding as a county special project with £15,000 in 2002/03 and £32,000 in 2003/04.
2.3 On 19 November 2001 the Andover Transportation Strategy Members' Panel recommended approval of a report setting out the funding proposal (attached as an appendix). This report was also recommended for approval by the Western Hampshire Transportation Strategy Members' Panel on 20 November 2001 and the Southampton Area Transport Strategy Meeting of County Council and District Council Representatives on 21 November 2001. The recommendation for decision is also subject to the views of the New Forest Transportation Strategy Members' Panel which meets on 6 December 2001.
