HAMPSHIRE INDEPENDENT CUSTODY VISITING SCHEME (FORMERLY LAY VISITING)

1. The Authority has reviewed the operation of the Hampshire Lay Visiting Scheme in the light of Home Office Circular 15/2001 which contained revised guidelines in relation to the organisation of such Schemes.

2. Members noted, in particular, that the Guidance confirmed the change of name from "Lay Visiting" to "Independent Custody Visiting".

3. These Schemes owe their origin to Lord Scarman, whose report on the Brixton disorders in 1981, recommended a system of independent, unannounced inspection of procedures and detention in police stations by local community members.

4. In reviewing the arrangements in Hampshire and the Isle of Wight, the Authority was pleased to note that much of the new Guidance was already a feature of the Hampshire Scheme although procedures would be revised where necessary and instigated at the earliest opportunity.
