Summary |
|
|
1.1 |
A growth in population in the Lee-on-Solent area has resulted in the need to increase the capacity of this school from a 2 Form Entry (2FE) to a 3 Form Entry (3FE). A development plan has been produced, of which this scheme forms a part and the aim is that the final 3FE school should provide four groups of three classrooms. |

1.2 |
Funding of £327,000, excluding fees, has been included in the Education Committee's 2001/02 Capital Programme for a scheme to provide an additional 88 Basic Need places. This funding will provide three additional classrooms. |
|
|
1.3 |
A further allocation of £112,000, excluding fees, has been added to the Education Committee's 2001/02 Minor Works Capital Programme following a successful bid to the then Department for Education and Employment (DfEE) under the Key Stage 2 Initiative. This allocation will fund a further additional classroom. |

|
1.4 |
The purpose of this report is to outline the proposals and seek approval to the attached building design project appraisal. |

2. |
Scope of the Works |
|
|
2.1 |
It is proposed to construct a single storey three classroom extension which will link to the southern elevation of the existing building via a covered walkway. The extension will provide three classrooms each with a wet area and a store, two WC's, one of which will be an Accessible WC, adjoining cloak area, caretakers office / store, PE store, corridor with additional cloak areas. An existing caretakers garage and PE store located near to the southern boundary of the site will be demolished to make way for the new extension. |

2.2 |
A second extension to the eastern elevation of an existing SCOLA building on site will provide a further additional classroom with store and wet area. Internal alterations will be undertaken to the existing SCOLA building to reorganise the library/practical area and provide a new tutorial room. |

2.3 |
The three classroom block will be constructed in linear form from east to west across the site. The covered walkway will run from north to south and the new accommodation will create a courtyard area. The courtyard will be resurfaced and along with the provision of new drains, previous experience of problems with surface water in this area will be rectified. |

2.4 |
Further hard landscaping will include paving to the south of the proposed new single classroom extension along with a new tarmac playground marked out with a `first-step' netball court. A row of trees will be planted along the southern boundary of the site to provide privacy and shading to the new three classroom extension. Further trees and shrubs will be provided to the south west of the three classroom block. To the north of the site five new car parking bays will be provided adjacent to the existing car park. |

Funding and Timing |
|

3.1 |
Funding of £439,000, excluding fees, exists in the Education Committee's 2001/02 Capital Programme for this project which is made up of £327,000, excluding fees, from a Basic Need allocation and £112,000, excluding fees, from a successful bid to the DfEE under the Key Stage 2 Initiative. |

3.2 |
It is intended to invite tenders in January 2002 and, subject to a successful tender exercise, it is anticipated that works will commence on site during March 2002. A phased project will see the single classroom extension competed during August 2002, to allow the classroom to be occupied at the start of the new September term, with the three classroom extension completing during October 2002. |

Conclusion |

|
The proposed extension scheme will result in additional Basic Need and Key Stage 2 accommodation for the school and allows the first phase of development to convert this school from a 2FE to a 3FE. Approval is accordingly sought to the attached building design project appraisal. |
