Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

(a) Energy Costs

        The existing school, including the temporary buildings, comprises some 1,150m2 of accommodation and the annual fuel cost is approximately £3,300.

        Upon completion of this project it is anticipated that the annual increase in fuel cost for the school will be in the order of £1,200.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          Following a successful bid to the then DfEE Basic Need borrowing authority was approved to this extend school by 88 places. A subsequent successful bid was also made under the Key Stage 2 Initiative. This has enabled four new classrooms to be built giving the school a capacity for 360 places which is in line with the forecast growth in pupil numbers.

          A further phase of work is planned to provide for a music / drama room. It its intended that this will be funded from a developers contribution as a result of new housing in the catchment area.

      3. DETAILS OF SITE

          LOCATION

          Lee-on-the-Solent Junior School is located at Salisbury Terrace, Lee-on-the-Solent.

          ADJOINING LAND AND BUILDINGS

          Lee-on-the-Solent Junior School shares its site with Lee-on-the-Solent Infant School. The site is bordered to the north and north-west by a recreation ground, elsewhere the site is bordered by residential accommodation.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for both the Infant and Junior Schools is 6.86 acres (2.78 hectares). The DfES guideline for a school of this size is for between 6.30 -7.16 acres (2.55 - 2.90) hectares).

          PLANNING POSITION

          A formal planning application was submitted to the County Planning Officer during November 2001.

          SUITABILITY FOR PROJECT

          The proposals outlined in this design project appraisal have been developed in consultation with the Headteacher and Governors of the school. Upon completion of the project the school will be enlarged to accommodate 360 pupils.

          This project allows the first phase of development to convert this school to a 3FE to be realised and considers any future extensions on this site, should suitable funding be made available.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was undertaken during July 2001 and two trial pits were excavated. The results revealed the ground condition as being a shallow depth of made ground overlying firm sandy clays and silts to a depth of 0.7m in trial pit one and 100mm in trial pit two. Below this clay and silt layer was medium dense granular deposits to 2.6m in trial pit one and 1.0m in trial pit two, which was the full depth of the excavation. Groundwater was not encountered .

          Foundations will be of a conventional strip, pad or trench fill design, with ground bearing floor slabs.

          ACCESS

          The main vehicular and pedestrian access point to the school site for the Junior School is from Salisbury Terrace to the south-west corner of the site. A second vehicular and pedestrian access point which is used to access the Infant School is from Elmore Close located to the north-east corner of the site.

          For the duration of the contract it will be necessary to remove existing site boundary railings to the south of the site in order that the contractor can easily access the site compound which will be established on part of the existing play area. Upon completion of the proposals the railings will be replaced and the existing access arrangements currently used at this site will resume.

          COMMENTS ON SITE LAYOUT

          The site is rectangular in shape with the Junior School located to the south west corner and the Infant School to the north east corner of the site. The Junior School car park is located to the north of the school buildings with the playing field to the east.

          An existing caretakers garage and two PE stores located to the very south of the school site will be demolished at the start of the contract to make way for the three classroom extension.

          The new three classroom teaching block will adjoin the southern elevation of the existing main school building via a new covered walkway. The extension will provide a linear block of classrooms from east to west, along the southern boundary of the site. The single classroom extension will adjoin the south-eastern corner of the main school building.

          MAINS SERVICES POSITION

          Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          Perimeter paving will be provided to the new three classroom block and the single classroom extension.

          The position of the new three classroom block will create a new courtyard and this area will be resurfaced and new trees and shrubs planted. The school have, in the past, experienced problems with surface water in this area which will be rectified by the resurfacing of the courtyard area and provision of new drains.

          A hedge and row of trees will be planted to the south of the three classroom teaching block along the southern boundary of the site to provide privacy and shade. A `first-step' netball court will be marked out to the east of the three classroom block.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension which will link to the southern elevation of the existing school building via a covered walkway. The accommodation will provide:

          - three classrooms each with a store and wet area

          - accessible WC

          - WC with adjoining cloak area

          - caretakers office / store

          - PE store

          - corridor with additional cloak areas

          The west elevation of the new corridor will have double doors leading to the new courtyard area and a canopy will be provided over this entrance. Existing steps and a ramp will provide access to this corridor.

          A second single storey extension will be constructed to the eastern elevation of an existing SCOLA building onto an area of grass and will provide one classroom with a store and wet area. Internal alterations to existing adjoining rooms will be undertaken to increase the size of the library and add a tutorial room.

          PLACES PROVIDED

          On completion of these proposals the school will have the capacity for up to 360 pupils.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The existing school was constructed during the Edwardian period and was extended during the 1930's and again extensively in the 1960's when the SCOLA buildings were added.

          The existing buildings on site are considered to be in a good condition.

          TEMPORARY BUILDINGS

          There are no temporary buildings on this site and none will be required either during or on completion of these works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed location of the new accommodation has been determined by the school's layout and the proposals to convert this school from a 2FE to a 3FE. This will not be achieved in this phase of works, however, the site development plan aims for the final school comprising four groups of three classrooms.

          The site will benefit from the demolition of the caretakers garage and PE stores at the south of this site and from the planting of trees and shrubs along the southern boundary and in the new courtyard area.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The three classroom teaching block will be of a traditional brick design with a pitched roof covered in slate tiles to match the original Edwardian school building. The corridor will be a combination of brick with timber screen boarding under a high performance felt roof covering with a canopy to the west entrance / exit point to the new courtyard.

          The single classroom will be of a brick construction with aluminium framing and timber panelling to match the existing adjoining SCOLA building.

          FACILITIES FOR THE DISABLED

          An accessible WC will be provided within the new three classroom extension and level access will be provided to all of the new classrooms.

          HEATING AND VENTILATION SYSTEMS

          A new boiler in the three classroom block will serve a low pressure hot water heating system feeding radiators. Ventilation will be by natural means via opening windows and reversible roof lights will be included in two of the new classrooms, the third end classroom will have a dormer window with opening lights.

          The existing boiler located within the existing school building will be adapted as necessary to serve the proposed new single classroom. Ventilation to this classroom will be by natural means via opening windows.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the additional basic need places for September 2002 whilst allowing for future site developments.

          CAR PARKING

          Five additional car parking bays will be added adjacent to the existing car park, located to the north of the school buildings, to meet the increase in staff numbers.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, County Surveyor, Estates Practice, Local Councillor.

      5. THE BUILDING DEVELOPMENT

          Upon completion of these proposals the school will have the required amount of teaching accommodation for the start of the September 2002 term which eliminates the need to place temporary buildings on the site.

          The design completes the first phase of development to convert this school from a 2FE to a 3FE and allows for future developments on site should suitable funding be made available.
