1. Summary
The following decision is sought:
1.1 That Option (b) be adopted as the outcome of the Best Value Review, namely to maintain the quality, range and integrated nature of HIAS sold services operating within business planning disciplines.
1.2 That the outcomes, action plan and detailed recommendations set out in the report be endorsed.
2. Reason
To secure the continued development of HIAS as a business unit providing an efficient and effective school improvement service to Hampshire head teachers and governors, together with an advice and support service to help them raise standards and improve the performance of their schools. The advice in 1 above was endorsed by the Education Policy Review Committee at its meeting on 20 December 2001.
3. Other options considered and rejected - taking no action; Option (a), disbanding sold services; and Option (c) expanding HIAS services as an operator in the free market outside the County and outside the maintained sector in Hampshire.
4. Conflicts of Interest declared by the decision maker or a member or officer consulted - not applicable.
5. Dispensation granted by the Standards Committee - not applicable.
6. Reasons for the matter being dealt with if urgent - not applicable.
