1. Summary

1.1 The following decision is sought:

    That approval be given to implement the proposed Traffic Regulation Order in Heath Road West, Sussex Road, Weston Road and Herne Road, Petersfield, as indicated on the attached location drawing number TS3398 and on the detailed drawing which will be displayed at the meeting.

2. Reason

2.1 The scheme was developed in response to concern about on-street parking in Heath Road West by Petersfield Town Council and advertised with the approval of the local Member, Councillor West, and the Police.

2.2 Thirty-three letters of objection and nine letters of support were received from the formal advertisement and the issues raised are summarised in the attached appendix, together with officer comments. Many of the objections were from commuters concerned about the loss of free on-street parking. The objections have been considered and amendments to the Order have been made, insofar as restrictions in Weston Road and Herne Road are now less onerous. However, the Order as modified still fulfils the main purpose for which it was intended, which is to prevent long term and obstructive parking in the area generally. None of the remaining objections are considered significant enough to justify further amendment or withdrawal of the proposed Traffic Regulation Order. The effect of the amended Order would be to:

      (i) Introduce three hour waiting restrictions and Disabled Parking Bays in Heath Road West to exclude all day parking by commuters and thereby assist users of The Petersfield Heath and Pond Recreation Ground to find parking.

      (ii) Introduce No Waiting at Any Time restrictions in Sussex Road to prevent a transfer of parking from Heath Road West and to prevent parking at the western end where it obstructs traffic flow and sight lines.

      (iii) Introduce No Waiting at Any Time at both sides of the entrance to Sussex Gardens.

      (iv) Introduce No Waiting at Any Time restrictions across accesses in Weston Road to improve access to frontage properties.

      (v) Introduce No Waiting at Any Time restrictions on the north side and across accesses on the south side of Herne Road.

2.3 The objections and the modifications to the Order have been discussed with Councillor West and he has confirmed his support for the scheme to go ahead as set out in this report. The Police are also in agreement with the Order as now proposed.

The proposed Waiting Restrictions in Sussex Gardens do not extend far enough along Sussex Gardens to keep driveways clear from commuters parking.

The proposed restrictions are required to prevent injudicious parking on the corner of Sussex Gardens. It is not considered that commuters will park across driveways. If this does occur then appropriate measures will be taken.

As a commuter she travels to Petersfield by car. Up to now she parks on street where there are no waiting restrictions. If these proposals are introduced she will be forced to use the car parks and have to pay a daily charge.

The Order as now proposed is less onerous than that advertised. It is considered to be the minimal acceptable in order to achieve access for users of the recreation area and maintain access to properties in Weston Road and Herne Road. For the few vehicles for which free parking has been removed as a result of this Order, adequate alternative parking is available in the town centre car parks.

Whilst he is in favour of some type of waiting restriction being implemented, he feels that a 24 hour coverage is excessive as this would not enable the legitimate usage of this road for parking by residents and their visitors.

The proposed waiting restrictions will be more simple to administer than a part time restriction.
