1. Summary
1.1 The following decision is sought:
That the proposed Traffic Regulation Order in The Harrage, Romsey (as shown on the attached drawing no. TS 3420 and location plan no. TS 3589) be not proceeded with.
2. Reason
2.1 A residential disabled bay in The Harrage was proposed as a result of representations on behalf of Mr Ridges of 99B The Hundred, which fronts on to The Harrage. The position of the proposed bay, which is not ideal, is at the nearest point where a relaxation of the existing 'No Waiting at Any Time' restrictions could be considered, it was also at the furthest point Mr Ridges felt he was able to walk to considering the limitations of his disability.
2.2 The Harrage is a cul-de-sac located off The Hundred. There is a small bay between 99B The Hundred and the junction of The Harrage and The Hundred which can accommodate two small cars. However, it is a valuable amenity for the print shop which is located at the corner. When investigations were being carried out, it was made clear that considerable objections would be made if the bay were to be used exclusively for disabled parking. The proprietors felt it would seriously affect the viability of their business as their customers need to drop off and pick up items and they have limited space on their forecourt. The use of this bay for disabled drivers was not therefore a viable proposition.
2.3 The proposal was advertised with the support of the Police and the local Member, Councillor Mrs Barron, although she did express reservations about the suitability of the site.
3. Objections
3.1 Nineteen letters of objection have been received from residents of The Harrage as a result of the formal advertisement and the issues raised are summarised in the attached appendix, together with officer comments. The majority do not object to the provision of a disabled bay in The Harrage in principle but they raise safety concerns regarding its proposed location. In light of the concerns expressed and based on local experience, it is considered appropriate to withdraw the proposed Order.
3.2 In the light of the objections Councillor Mrs Barron is happy with the recommendation not to proceed with the proposal.
