1. Summary

1.1 The following decision is sought:

      That the Project Appraisal for improvements at Castle Street, Portchester be approved.

2. Reason

2.1 To implement streetscape improvements at White Hart Lane and Castle Street, Portchester funded through the Regeneration of Older Urban Areas programme. This report updates the Project Appraisal approved by the former Roads and Development Sub-Committee on 4 December 2000.

3. Other Options Considered and Rejected

3.1 No other options were considered appropriate for the delivery of the scheme objectives or to the principles of the Regeneration of Older Urban Areas programme.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

The Portchester Conservation Area includes Portchester Castle, a Scheduled Ancient Monument and Grade I listed building of international importance. It also includes the shoreline of Portsmouth Harbour, a scheduled Site of Special Scientific Interest, Ramsar site and Special Protection Area. Castle Street, the only access to the Castle, is a virtually intact 18th century village street with many listed buildings.

Castle Street is an important visitor destination which, with minor improvements, could easily achieve national recognition for its high quality.

The project would support the Portchester Conservation Area Study which was commissioned by the County Council, Fareham Borough Council and English Heritage in partnership. The Study has been adopted by Fareham Borough Council as Supplementary Planning Guidance.

IMPROVEMENT PROPOSAL (Client Department)

National/County network and policies

This project will contribute to improved traffic management in the Portchester area.

Details of site - location

Castle Street extends from the tip of the Portchester Peninsula to the roundabout on the old A27. This scheme involves improvements at two locations within Castle Street:

(i) the White Hart Lane/Castle Street junction; and

(ii) the Jubilee Oak/Village Green area at the southern end of Castle Street.

Site area

The proposals cover approximately 0.2 hectares (see attached location plan).

Environmental impact

It is not expected that there will be any significant environmental impact arising from this proposal.

Land requirements

No land required.

Statutory procedures

No statutory procedures are involved.

Public consultation

The local Member - Councillor Price, Fareham Borough Council and the local community were fully involved in the preparation of the Conservation Area Study. The scheme was subject to a full public consultation in July 2001.

Facilities for the disabled

The scheme will seek to improve access for disabled people wherever possible.

Maintenance implications

The completed scheme will be incorporated into the maintenance programme of the Highway Authority.

Crime and Disorder Act 1998

No areas of concern have been identified.

Sustainability

The project demonstrates the advantages of investment in the principles of appropriateness, high quality and long life, and supports the County Council's corporate Urban Living Strategy.

PROPOSED SCHEME

Project proposals

Environmental enhancements will:

(i) replace concrete kerbs to the full extent of the improvements at the two locations in Castle Street with new stone kerbs and sett channels to define the historic alignment of the street;

(ii) resurface pavements as appropriate to the village character; those immediately adjoining `The Green' with natural Yorkstone slabs and those leading northward and around the White Hart Lane/Castle Street junction with high quality resin bound surface;

(iii) resurface the carriageway in `The Green' area with high quality resin bound surface. White Hart Lane/Castle Street junction to be resurfaced with granite setts;

(iv) restore the village green and plant new street trees at White Hart Lane/Castle Street junction; and

(v) remove overhead wires in conjunction with British Telecom.

Detailed plans will be displayed at the meeting.
