1. Summary
1.1 The following decision is sought:
That implementation of the scheme proposed for the Badger Farm Road/ Oliver's Battery Road junction in the Winchester Movement and Access Plan be approved.
2. Reason
2.1 Following public consultation, a scheme was proposed for the Badger Farm Road/Oliver's Battery Road junction to provide safer turning movements for vehicles and new crossing facilities for pedestrians and cyclists. Particular consideration was given to people with mobility impairments and children walking to three local schools. The final design included amendments added following the views expressed by the public, mainly involving retention of the existing pedestrian subway.
2.2 A report to the Winchester Movement and Access Plan Joint Members' Panel on 4 December 2001 (attached as an appendix) recommended approval of the scheme.
