1.1 The following decision is sought:

      That the Project Appraisal for the installation of a Pelican crossing in Havant Road, Hayling Island be approved.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

Requests have been received from members of the public supported by the local Member - Councillor Gale - and Havant Borough Council for the provision of a controlled pedestrian crossing on the A2030 Havant Road, Hayling Island near Victoria Road (see attached location plan). At present there is a pedestrian refuge south of Victoria Road which assists pedestrians in crossing this busy road. However, the traffic flows on this length of road are in excess of 24,000 vehicles per day and even with the refuge it is very difficult to cross and pedestrians have to wait a long time to find a safe gap in the traffic. Pedestrians from Victoria Road need to cross the road at this location to gain access to the Hayling Billy footpath and the foreshore of Langstone Harbour. There is a shop on the west side and bus stops on both sides of the road. A count has been taken which has produced a PV2 of 0.5 x 108 which reaches a level where a controlled crossing can be justified. It is anticipated that if a crossing was installed the number of pedestrian movements would rise.

In view of the high volume of traffic a signalled controlled Pelican crossing is the appropriate type of crossing to be installed. A detailed plan will be displayed at the meeting.

National/County network and policies

The proposal is consistent with the County Council's transportation strategy, ie to reduce accident potential and provide improved facilities for pedestrians.

Details of scheme and design standards

The crossing design adheres to the Department for Transport, Local Government and the Regions' standards together with Hampshire County Council standards, and has been safety audited at the appropriate stages in the design process. The provision of a crossing at this location is justified in accordance with the criteria. It will be necessary to remove the existing pedestrian refuge and move the bus stop and shelter on the west side to the north.

Environmental impact

The proposal has negligible consequences for the environment.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

All necessary statutory requirements have been satisfied in the development of this proposal.

Public consultation

Public notices have been posted on site for 28 days giving details of the proposal. One objection has been received.

To locate the crossing away from the junction with Victoria Road to conform with design standards it is necessary to relocate the bus stop and shelter on the western side of Havant Road approximately 13 metres to the north. This positions the shelter near to the pedestrian access to Pond Cottage, 175 Havant Road.

The owner of the property Mrs M Higgins has objected to the moving of the bus shelter nearer to her property. Mrs Higgins has suffered several break- ins to her property, one of which included an assault and is concerned that the moving of the bus stop will result in more events of this nature. There is a rehabilitation centre nearby and some of the residents from this centre use the bus stop. She supports the introduction of a pelican crossing but suggests that the bus stop be relocated. Unfortunately it is not possible to relocate the bus stop within reasonable distance of the proposed site for the crossing.

Facilities for the disabled

The proposed scheme incorporates tactile paving and audible warnings for the visually impaired and flush kerbs at the crossing point for wheelchairs, prams and the less mobile.

Maintenance implications

The revenue implications of this proposal will be taken into account in the setting of the annual budget.

Local Member's View

The local Member - Councillor Gale - has received a copy of Mrs Higgins' letter of objection and has visited the site. Councillor Gale has confirmed his support for the scheme together with the relocation of the bus stop nearer to Mrs Higgins' property.

Sustainability

The Pelican crossing supports walking which is a sustainable form of transport.

ROAD IMPROVEMENT - ALTERNATIVES CONSIDERED

A Zebra crossing was considered but a Pelican crossing is more appropriate due to the high traffic volume. There are no other suitable locations that satisfy both local requirements and technical constraints.
