1. Summary

1.1 The following decision is sought:

That implementation of the scheme proposed for the Station Interchange/ City Road Junction in the Winchester Movement and Access Plan be approved.

2. Reason

2.1 Following public consultation a scheme was proposed for improved interchange between trains, buses, cyclists and pedestrians at Winchester Station in tandem with improvements at the City Road/Sussex Street/ Station Hill/Stockbridge Road/Andover Road/Swan Lane junction. The proposals included improvements for pedestrians and a bus priority measure to improve reliability and integration of bus services, with associated improvements for cyclists and pedestrians in the vicinity of the junction. The scheme aims to address a complex range of issues at this busy road junction while encouraging walking and cycling in connection with train journeys. The scheme has received support from South West Trains and Stagecoach in Hampshire, the predominant bus operator serving the area.

2.2 A report to the Winchester Movement and Access Plan Joint Members' Panel on 4 December 2001 (attached as an appendix) recommended approval of the scheme.
