With the concurrence of the Executive Member for Environment under Section 100(B)(4)(b) of the Local Government Act 1972, this matter is included on the agenda to ensure that the Traffic Regulation Order is implemented at the earliest opportunity.

1. Summary

1.1 The following decision is sought:

That approval be given to implement the proposed Traffic Regulation Order to impose a 20 miles per hour speed limit on that length of Swing Swang Lane, Basingstoke, between its junction with Bartons Lane and its roundabout junction with Basing Road, an approximate distance of 107 metres (as shown on the attached location plans).

2. Reason

2.1 The 20 miles per hour (mph) speed limit zone is being introduced to support the existing traffic calming. The road humps were constructed to maintain low vehicle speeds over the section of Swing Swang Lane which is part of a designated cycle route between the town centre and Chineham. This is a zone and different to the 20 mph speed limits without traffic calming measures which are presently being trialled at Crondall, Havant, Liphook, and Ringwood. The proposals were advertised with the approval of the Police and the local Members - Councillors Chapman and Mrs Frankum.

3. Objections

3.1 No objections were received as a result of the formal advertisement and Councillors Chapman and Mrs Frankum have been notified.

4. Conflicts of Interest Declared by the Decision Maker or a Member or Officer Consulted - Not applicable.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reason for the Matter being dealt with if Urgent - To ensure that the Traffic Regulation Order is implemented at the earliest opportunity to maintain the safety of cyclists who currently use this section of road as part of a designated route.
