4. EDUCATION DEVELOPMENT PLAN 2002-2007 (Report herewith)
To consider the report of the County Education Officer on the preparation of the County Council's second Education Development Plan. The document will then be considered by the Executive Member for Education in the light of any advice given by the Committee, and it will then be referred to the special meeting of the County Council on 30 January for final adoption, before its submission to the Department for Education and Skills.
5. EARLY YEARS DEVELOPMENT AND CHILDCARE
IMPLEMENTATION PLAN 2002-2003 (Report herewith)
To consider the report of the County Education Officer on the preparation of the Plan.
The document will then be considered by the Executive Member for Education in the light of any advice given by the Committee, and it will then be referred to the special meeting of the County Council on 30 January for final adoption, before its submission to the Department for Education and Skills.
6. BEHAVIOUR SUPPORT PLAN - ACTION PLAN (Report herewith)
To consider a report of the County Education Officer on the preparation of the Action Plan which aims to provide support to schools on behaviour issues. The Plan will be referred to the Executive Member for Education for approval, in the light of any advice given by the Committee.
7. EARLY RETIREMENT SCHEME - APPLICATION IN SCHOOLS
(Report herewith)
To consider a report of the County Education Officer on the County Council's policy for early retirement as it applies in schools.
8. REVENUE BUDGET 2002/03 (Report herewith)
To consider a report of the County Treasurer and County Education Officer on the proposed revenue budget for the coming financial year.
9. CAPITAL PROGRAMME 2002/03 to 2005/06 (Report herewith)
To consider a report of the County Education Officer and County Treasurer on the proposed future capital programme.
10. FIRST YEAR BEST VALUE REVIEWS - ANNUAL REPORT
(Copy herewith)
To consider the report of the County Education Officer monitoring progress with the Best Value Reviews completed last year, as follows.
(a) School Crossing Patrols
(b) Admissions
(c) Strategic Management
(d) Home to School Transport
(e) Bilingual and Language Support Service
(f) Specialist Teacher Advisers
(g) Outdoor Education
NOTE. In the case of items 4, 5 and 10 above, there are bulky background reports, appendices and annexes which are not attached, but copies of the relevant documents have been placed in the Members' Rooms where they are available for inspection by elected, appointed or co-opted Members of the Committee. The report circulated with the agenda set out the key points and recommendations with essential background information.
County Councillors attending as appointed members of this committee or by virtue of Standing Orders 17.5; or with the concurrence of the chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.
Appointed and co-opted members similarly qualify for payment of travelling expenses.
