1. CONFIRMATION OF MINUTES (Copy herewith)
To confirm the Minutes of the meeting held on 10 December 2001.
2. REVENUE BUDGET MONITORING 2001/02 (Report to follow)
To consider a report of the County Treasurer, County Surveyor, County Planning Officer which provides an update on the budget monitoring position for the Environment Services for the 2001/02 financial year, covering the revenue budgets for highways and transportation, planning and waste management.
3. REVENUE BUDGET 2002/03 (Report to follow)
To consider a report of the County Treasurer, County Surveyor, County Planning Officer which details provisional budget guidelines for 2002/03 as set by the Cabinet.
4. CAPITAL PROGRAMME 2002/03 TO 2005/06 AND REVISED PROGRAMME 2001/02 (Report to follow)
To consider a report of the County Surveyor, County Planning Officer and County Treasurer which proposes the capital programme for 2002/03 to 2005/06 and a progress update on the proposed amendments to the 2001/02 capital programme.
5. UPDATE ON PASSENGER TRANSPORT (Report to follow)
To consider a report of the County Surveyor which informs Members of the deliberations of a Passenger Transport Working Party.
6. A SOUTH DOWNS NATIONAL PARK: PUBLIC CONSULTATION REPORT (Report herewith)
To consider a report of the County Planning Officer in respect of a consultation document published by the Countryside Agency detailing the administrative arrangements and the draft boundary for a South Downs National Park.
7. TRANSPORT NETWORK IMPROVEMENTS REVIEW -RECOMMENDATIONS ON OUTCOMES (Report to follow)
To consider a report of the Chief Executive and County Surveyor seeking Member approval of the outcome report for the Best Value review of Transport Network Improvements and to agree the way forward.
8. BEST VALUE IMPROVEMENT PLAN - ROAD SAFETY SERVICES - RESULTS OF BEST VALUE INSPECTORATE DESKTOP AUDIT AND IMPROVEMENT PLAN MONITORING UPDATE (Report herewith)
To consider a report of the County Surveyor which updates the Service Improvement (Action) Plans for the two aspects of the County Council's Road Safety Services, advises Members of the findings of the Best Value Inspectorate Desktop Audit and updates the Road Safety service elements of the County Council's Best Value Performance Plan to be published in March 2002.
9. STREET LIGHTING POLICY (Report herewith)
To consider a report of the County Surveyor which details revisions to the Street Lighting Policy to be submitted to the Executive Member (Environment) for approval.
10. WINCHESTER MOVEMENT & ACCESS PANEL - A REVIEW (Report to follow)
To consider a report of the County Surveyor which provides an outline of the Winchester Movement and Access Plan (WMAP) and reviews progress to date since the publication of the Hampshire Local Transport Plan 2001-2006.
11. PLANNING: DELIVERING A FUNDAMENTAL CHANGE - THE PLANNING GREEN PAPER (Report herewith)
To consider a report of the County Planning Officer which summarises and considers the main proposals contained in the Government's Planning Green Paper consultation document and recommends a response.
12. SUSTAINABLE SUBURBS STUDY (Report herewith)
To consider a report of the County Planning Officer which details the main findings of the recently published Sustainable Suburbs Studies which were undertaken jointly with the County Council, Gosport Borough Council and Rushmoor Borough Council and suggests how matters might be progressed.
13. ENVIRONMENT POLICY REVIEW COMMITTEE - FORWARD PLAN (Report herewith)
To consider a report of the Chief Executive, County Surveyor and County Planning Officer which details the forward plan of activity for the Committee.
County Councillors attending as appointed members of this committee or by virtue of Standing Order 17.5; or with the concurrence of the Chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.
