1 Summary
1.1. The following decision is sought:
1.2. To confirm approval of the attached application for funding to the Learning and Skills Council and the attached proposals for provision in the period August 2002 to July 2003.
2 Reason
2.1. Local education authorities have a guarantee from the former Secretary of State that until the end of the academic year 2002/2003, the Learning and Skills Council will give each local authority a level of funding comparable to net expenditure in 1998/1999 on adult education, providing contracting conditions remain the same. The guarantee was conditional upon LEAs maintaining expenditure at the same level and on producing and implementing satisfactory Adult Learning Plans.
2.2. The planning and funding process for August 2002 to July 2003 falls into two parts. The first involved submission of outline data on projected learner numbers and an initial application for funding, which had to be sent to the local Learning and Skills Council by 14 December 2001. A draft of the full Adult Learning Plan will be required by the local Learning and Skills Council by 28 March 2002. Formal approval by the Executive Member will be sought on 23 May 2002.
2.3. The Learning and Skills Council requires both submissions to have been approved by the LEA.
