      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Landlord Funded Work connected with this Scheme

There is no Landlord funded work to be undertaken as part of this scheme.

Value of Land already acquired for this Project

The majority of the works are to be constructed on Trustee's leasehold land. The lease terminates in 2002, however, good progress is being made with the Landlord in negotiations to renew the lease on a long term basis. The County Council owns the freehold of the small playing field to the rear of the school and its current value to the County Council is as part of the establishment as it is incapable of disposal in isolation.

Building Cost - Net Cost - £1,312 per m2

The above net cost relates to the new build element of the scheme only, it would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs

        The existing school comprises some 400 m2 of accommodation and the annual fuel cost is approximately £2,800.

        Upon completion of this project and following the removal the temporary classroom, it is anticipated that the annual fuel cost for the school will remain unchanged.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The school has a double temporary classroom in a very poor condition. A bid for funding from the New Deal for Schools (NDS) budget, to replace this accommodation, was made and was successful.

          This project will replace the temporary accommodation with permanent classrooms.

      3. DETAILS OF SITE

          LOCATION

          Sherbourne St John CE (C) Primary School is located at Church Lane, Sherbourne St John, Basingstoke.

          ADJOINING LAND AND BUILDINGS

          Directly to the north of the school site is a church with fields and woodland beyond. To the east and south is residential accommodation with fields and then the main Basingstoke town centre. To the west is housing, the A340 Aldermaston Road and a golf course and fields beyond.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 0.92 acres (0.37 hectares), of which 0.26 acres and (0.11 hectares) are owned by Hampshire County Council. The DfES guideline for a school of this size is between 1.6 and 1.9 acres (0.67 and 0.79 hectares).

          PLANNING POSITION

          A detailed formal planning application was submitted to the County Planning Officer during October 2001 and a decision is expected during January 2002.

          SUITABILITY FOR PROJECT

          Upon completion of these proposals the school will offer permanent teaching accommodation for all of its pupils and all temporary buildings will be removed from site. The scheme will also provide the school with a reconfigured library and new IT area.

          These proposals will enable a pedestrian only entrance to the site along with a secure pedestrian pathway that is separate from any vehicular traffic on site along with improvements to pupil play areas.

          The Headteacher and staff have been consulted throughout the feasibility and design stages and the proposals have been agreed by the school Governors and Headteacher.

          RESULTS OF TRIAL BORE HOLES

          A site investigation was undertaken during March 2001 and two trial pits were excavated using a mini-excavator due to restricted access. Both trial pits were located to the east of the existing school, Trial pit one on the school playground and trial pit two on the paved area adjacent to the temporary building.

          The results of the findings from trial pit one revealed an asphalt surface of 70mm overlying a sub-base of 230mm and 150mm of chalk gravel. The underlying soil was typically composed of stiff clay to 0.65m overlying firm clayey silt and gravel to 1.30m overlying silty clay to 2.20m. Groundwater was encountered as seepages below 2.20m

          Trial pit two revealed a covering of concrete paving slabs to 210mm. Underlying the surfacing layer was made ground to 0.50m. Within the made ground a concrete pathway and storm and derelict drains were encountered. Beneath this was brown silty clay to 0.90m overlying flint gravel.

          The proposed foundations will be conventional foundations placed at least 1.40m deep and floors may be ground bearing slabs.

          ACCESS

          At present the main vehicular and pedestrian access point to the school site is from Church Lane in the north-west corner of the site and the car park is located adjacent to the vehicular entrance.

          This site is compact and vehicular access via Church Lane to the north is tight. For the duration of the contract it is proposed that the contractor use the existing vehicular entrance to the site. Discussions are currently taking place between the Director of Property, Business and Regulatory Services and the school as to the best position for the contractors compound to be established for the duration of the contract.

          COMMENTS ON SITE LAYOUT

          The school site is roughly `L' shaped with the school buildings located to the north and playing fields extending to the south. The vehicular entrance is positioned north-east corner of the site with access from Church Lane and the school car park is adjacent to the entrance.

          A double temporary building is located to the south of the school buildings on part of the existing school playing fields.

          The new extension will adjoin the southern elevation of the existing building and new areas of hard paving will be provided to the south along with a new playground and PE equipment store.

          MAINS SERVICES POSITION

          Existing mains services are considered to be of a sufficient capacity to be extended as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

          LANDSCAPE PROPOSALS

          Hard paving will be provided to the south of the new extension and around a Horse Chestnut tree to provide a new tree seat. A resin bonded gravel pedestrian path will be created leading to existing and new accommodation. A new bitmac surface playcourt will extend from the new extension along the western boundary of the site to replace that which will be lost to the new extension.

      4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          It is proposed to construct a single storey extension which will adjoin the southern elevation of the existing school building. The new accommodation will be constructed on an area of existing hard playcourt. The extension will provide the following new accommodation:

          - two classrooms, each with a store and wet area

          - entrance

          - link corridor, with cloak facilities

          - lobby

          The existing accommodation will be reorganised to provide a new IT area within the library and a corridor linking the existing and new accommodation.

          PLACES PROVIDED

          The school provides 110 places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The original school is of a Victorian design with a classroom extension added during the late 1950's. The building is considered to be in a good condition for its age and type. These proposals will enable the removal of various old brick and metal sheds and outbuildings from the site.

          TEMPORARY BUILDINGS

          There is one double temporary building located to the south of the school on the school playing field which is in a very poor condition. Upon completion of the proposed extension to the school the temporary building will be removed from site and the area re-seeded.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed location of the new accommodation has been carefully chosen to maximise the available space on what is a very constricted site.

          The site will benefit from the removal of a temporary classroom and the provision of dedicated pedestrian pathways.

          TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The original school building is of traditional construction of red brick and a pitched clay tile roof.

          The new accommodation will match the existing original school design with red brick masonry and a clay tiled pitched roof with double glazed windows with wooden frames.

          FACILITIES FOR THE DISABLED

          The new accommodation will have level access throughout and the provision of paving to the external areas of the new extension will allow level access to the entrance / exit points.

          HEATING AND VENTILATION SYSTEMS

          A new domestic size boiler will be provided to serve the proposed new extension. The new boiler will serve a gas fired hot water system feeding an underfloor heating system.

          Mechanical ventilation will be provided to the Assisted WC and to the library / IT area. The new classrooms will be naturally ventilated by opening windows.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide permanent teaching accommodation and make improvements to the external pupil play areas around the site.

          The proposals will also enable the removal of all temporary buildings from site.

          CAR PARKING

          There will be no changes to the existing car parking arrangements on this site.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Basingstoke and Deane Borough Council, County Surveyor, Estates Practice, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The new accommodation has been carefully planned to make optimum use of the available space on what is a constricted site. The project will enable the removal of temporary buildings and will improve the pedestrian facilities and external play areas.

          These proposals realise permanent replacement accommodation and the proposed internal alterations will better meet the operational requirements of the school.
