Temporary classrooms

1 Summary

1.1 The purpose of this report is to seek approval for the siting of new temporary classrooms. In each case the temporary accommodation is required at the schools for the reasons stated. Where suitable units are owned by the County Council, these will be used; otherwise new units will be hired.

2 New applications

      Ashley Infant School, Ashley, New Milton

2.1 This school has a capacity of 180 places with 174 pupils on roll. A successful basic need bid was made to the DfES in September 2000 to extend the school by three classrooms. The additional places are required to deal with additional children expected from a new housing development. This development has now been started and the school is popular with parents as the catchment school. The new building will not be completed until the end of October 2002, assuming that there are no delays in the contract. The expected number of pupils wishing to attend the school in September 2002 is 192 and it is recommended that a single temporary classroom unit be placed on site pending completion of the building work. At the end of the contract the unit will be removed from site.

      Balksbury Junior School, Andover

2.2 This school has a capacity of 270 places with 267 pupils on roll. A Key Stage 2 bid was made to the DfES to ensure that pupils from an adjacent development to the school could be accommodated. This bid was subsequently successful and will take the school to a 330 place junior school. A basic need bid was also submitted to the DfES in September 2001 to bring the school up to a 3FE (12 classroom) junior school and this bid was also successful. A combined scheme to extend the school by three classrooms is currently under design by the Director of Property Business and Regulatory Services.

      In September 2002 it is anticipated that the school roll will increase to 309 pupils and it is recommended that a double temporary classroom unit be placed on site until the building works are complete, a maximum of one year.

      Chandler's Ford Infant School

2.3 On 6 March 2001 members approved a building scheme, funded through New Deal for Schools 4, to provide a replacement hall, kitchen and administrative facilities and a music/drama space. As part of the scheme the school will change from a 3FE infant school (nine classrooms) to a 2FE infant school (six classrooms) and the standard number will be reduced to 60 (as approved by the School Organisation Committee on 18 December 2001).

2.4 The school need to manage this reduction and in September 2002 there will be 222 pupils on roll, requiring eight classrooms. There are currently six classrooms in permanent build, together with a single temporary classroom unit and it is recommended that another single temporary classroom be placed on site for one academic year commencing September 2002.

      Hounsdown Secondary School, Totton

2.5 This school has a capacity of 1170 places with 1123 pupils on roll. A building scheme is currently on site that will take the school to 1282 places. It is anticipated that this work will be complete by December 2002.

2.6 The expected number of pupils on roll in September 2002 is 1203. It is recommended that a double temporary classroom unit be placed on site pending completion of the building work, at which time it will be removed from site.

    Sun Hill Junior School, Alresford - School Library Service

2.7 The school Library Service has occupied a number of temporary sites over the past few years and there is a need to provide a permanent base for the service. Discussions have been held with a number of headteachers and governing bodies and that the most appropriate available site is Sun Hill Junior School. In order to provide the School Library Service with the required accommodation, it is recommended that a double temporary classroom unit be placed on the Sun Hill Junior School site.

    Test Valley Secondary School, Stockbridge

2.8 The school has a capacity of 632 places with 669 pupils on roll at present, which is projected to rise to 703 in September 2002. Building works are proposed at the school and there is funding in the capital programme to fund the extension. In order that the school can accommodate the projected number of pupils it is recommended that a double temporary classroom unit be provided until completion of the building works.

      Recommendations

1 That approval be given for the applications of planning permission until 31 August 2006, or earlier where stated, for the accommodation as described in the submitted report.

2 That it be a RECOMMENDATION to the Executive Member - Policy and Resources that the applications for the temporary classroom accommodation be approved until 31 August 2006, or earlier where stated.
