AT A MEETING of REGULATORY COMMITTEE B held at The Castle, Winchester on Tuesday 29 January 2002.

1. APPOINTMENT OF CHAIRMAN

That Councillor E.F. Gale, MBE be appointed Chairman for this meeting only.

2. DEPUTATION

The Committee received a deputation from Mrs D. Gibbons, Vice-Chairman and Mr R. Walker, Chairman of Governors at Preston Candover C.E. Primary School, expressing concerns about the walking route from Bradley to Preston Candover C.E. Primary School (Minute No. 3 below refers).

3. SCHOOL TRANSPORT APPEAL - BRADLEY TO PRESTON CANDOVER C.E. PRIMARY SCHOOL

The Committee considered a report of the County Surveyor (Item 3 in the Minute Book) concerning the walking route from Bradley to Preston Candover C.E. Primary School.

The Committee also received supporting representations from Councillor Mrs Anna McNair Scott as local ward member.

The Committee paid particular attention to safety factors along the route inspected and concluded that the C136 road, between the crossroads near Bradley and the junction with the B3046 in Preston Candover was unavailable for children both accompanied and unaccompanied attending Preston Candover C.E. Primary School.
The Committee did however consider that the roads within both Bradley and Preston Candover were available as walking routes.

In considering safety factors along the C136 road, between the crossroads near Bradley and the junction with the B3046 in Preston Candover the Committee expressed concerns about the frequency and speed of vehicles, unsatisfactory sight lines and lack of stepping off points.

Therefore having carefully examined the route and weighed the arguments, the Committee allowed the appeal.

RESOLVED:

That the appeal be allowed.
