2. ROLE AND FUNCTION OF THE STANDARDS COMMITTEE
(Report herewith)

To consider a report of the Head of Corporate and Legal Services and Monitoring Officer on the Committee's role, function and terms of reference, as set out in the County Council's Constitution.

PART 1 - STANDARDS

3. MODEL CODE OF CONDUCT FOR MEMBERS (Report herewith)

To consider a report of the Head of Corporate and Legal Services and Monitoring Officer on the Model Code of Conduct for Members which has recently been published by the Government and which has to be adopted by all Councils by 5 May 2002.

4. (a) OMBUDSMAN'S REPORT OF INVESTIGATION (Report herewith)

To consider a report of the Head of Corporate and Legal Services and
Monitoring Officer on the outcome of a complaint and on the action taken by
the County Council in response. A copy of the full report is available for
inspection in the Members' rooms.



(b) OMBUDSMAN'S ANNUAL REPORT 2000/01
(Copy herewith)

To consider a report of the Head of Corporate and Legal Services and
Monitoring Officer on the findings of the annual report, with particular
reference to complaints made against the County Council.

5. APPOINTMENT OF INDEPENDENT MEMBERS TO STANDARDS COMMITTEE AND REMUNERATION PANEL (Report herewith)

To consider a report of the Head of Corporate and Legal Services and Monitoring Officer on the outcome of recent interviews, and setting out a recommendation to the County Council that independent people should be appointed to the Standards Committee and to the Independent Remuneration Panel for a four-year period; and also on specific suggestions as to issues which the Standards Committee might wish to request the Remuneration Panel to consider.

6. THE NEW ETHICAL FRAMEWORK AND THE MODEL CODE

The Chairman to report on the conference which he attended in London on 16 January 2002.

7. DATES FOR FUTURE MEETINGS

To note that for the remainder of 2002 meetings of the Standards Committee will be held as follows:

PART 2 - PROCEDURES

    NO ITEMS

County Councillors attending as appointed members of this committee or by virtue of Standing Order 17.5; or with the concurrence of the Chairman in connection with their duties as members of the Council or as a local County Councillor qualify for travelling expenses.

Independent Members similarly qualify for payment of travelling expenses.
