45 GOSPORT (ROWNER) COUNTY ELECTORAL DIVISION
With the leave of the Council the Chairman welcomed Councillor D.F. Wright to his first meeting as the new County Councillor for the Gosport (Rowner) County Electoral Division.
46 THE LATE HONORARY ALDERMAN JACK MAYNARD
With the leave of the Council the Chairman reported with deep regret the recent passing of Honorary Alderman Jack Maynard. The Leader of the Council, the Deputy Leader of the Liberal Democrat Group and the Leader of the Labour Group paid tribute to the outstanding contribution Honorary Alderman Maynard had made to the quality of life of the Hampshire community and to the work of the County Council both as its Chairman and from the back benches.
47 ARRANGEMENTS FOR THE CONDUCT OF BUSINESS
With the leave of the Council the Chairman asked the Executive Member for Education and the County Education Officer and two of his colleagues to present the reports in order to identify the key issues before the Council. Each presentation would be followed by questions then debate in accordance with Standing Orders.
48 EDUCATION DEVELOPMENT PLAN 2002-07
The Council considered the report of the Executive Member for Education and the draft Education Development Plan 2002-07 (Item 1 in the Minute Book). The Council received a presentation by Mrs. Felicity Roe (Head of Education Planning and Communications) on behalf of the County Education Officer and were commended by Councillor D.G. Allen, Executive Member for Education, to approve the draft Plan as circulated. Regulations required the County Council itself to approve the plan.
The Executive Member for Education and the County Education Officer answered detailed questions by Members of the Council before a wide ranging debate. There had been full consultation on the draft Plan with statutory consultees culminating in support for the plan by the Education Policy Review Committee and the Executive Member for Education's recommendation that the Council adopt the plan.
The Council welcomed the draft Plan unanimously, thanked the County Education Officer and his colleagues for their hard work in developing it and congratulated them on its quality and comprehensiveness.
Ordered:
That the Education Development Plan 2002-07, as set out in the Appendix to the report of the Executive Member for Education be adopted.
At 12.55 p.m. the meeting adjourned for luncheon, reconvening at 2.15 p.m.
49 EARLY YEARS DEVELOPMENT AND CHILDCARE IMPLEMENTATION PLAN 2002-03
The Council considered the report of the Executive Member for Education and the draft Early Years Development and Childcare Implementation Plan 2002-03 (Item 2 in the Minute Book). The Council received a presentation by Mr. John Wilkinson (Assistant County Education Officer, Life Long Learning) and were commended by Councillor D.G. Allen, Executive Member for Education, to approve the draft Plan as circulated. Regulations required the County Council itself to approve the plan.
The Executive Member for Education and the County Education Officer responded to points raised during a wide ranging debate. There had been full consultation of the draft Plan which had been developed in close liaison with the Hampshire Early Years Development and Childcare Partnership. The draft Plan had the support of the Education Policy Review Committee. The plan built upon the Strategic Plan for 2001-04 and the Implementation Plan for 2001-02. It was supported unanimously by the Council who wished to place on record their appreciation of the hard work done by the County Education Officer and his colleagues in producing such an exciting and challenging plan.
Ordered:
That the Early Years Development and Childcare Implementation Plan 2002-03 as set out in the Appendix to the report of the Executive Member for Education be adopted.
