AT A MEETING of the SCHOOLS MONITORING PANEL held at The Castle, Winchester on Tuesday 5 February 2002.

13. MINUTES

The Minutes of the meeting held on Tuesday 23 October 2001 were confirmed as a correct record and signed by the Chairman.

14. CHAIRMAN'S STATEMENT

The Chairman welcomed Councillor D.F. Wright to his first meeting of the Panel following his election at Gosport (Rowner) by-election.

The Chairman was also pleased to announce that primary and secondary schools across Hampshire were celebrating after attracting national praise for their effectiveness. Perins Community School, Alresford; Cupernham Junior School, Romsey; South Farnborough Infant School, Farnborough; and Uplands Primary School, Fareham, were highlighted for their outstanding OFSTED reports and performance in national tests and public examinations.

The Chairman also reported that one of Hampshire's "Beacon" schools had once again attracted top marks for the quality of its education. A recent OFSTED inspection highlighted Riverside School, Waterlooville, as "an excellent" school that provides "excellent value for money".

It was also reported that Hampshire County Council's school governor services had been awarded the Government's "Charter Mark" for providing a good service.

15. CATEGORISING SCHOOLS BY THEIR QUALITY 2001/2002

The Panel considered a report of the County Education Officer (Item 2 in the Minute Book) detailing the outcomes of categorisation for 2002 and setting out the arrangements for the Members' seminar on 28 February 2002.

Members discussed in detail the table showing the percentage of schools by Phase and Type in each category. In particular Members felt it would be useful to identify the size of the schools and asked the County Education Officer to report back to the next meeting.


RESOLVED:

      (i) That the outcomes of categorisation for 2002 be noted and the approach in relation to monitoring, support and possible intervention for schools that need to improve, be endorsed.

      (ii) That the County Education Officer report back to the Panel the size of schools detailed in Table 1 to the report.

16. PROGRESS TOWARDS 2004 TARGETS FOR 14 AND 16 YEAR OLDS : ANALYSIS OF 2001 RESULTS AT KEY STAGE 3 AND KEY STAGE 4

The Panel considered a report of the County Education Officer (Item 3 in the Minute Book) detailing progress towards 2004 targets for 14 and 16 year olds and setting out an analysis of 2001 results at Key Stage 3 and Key Stage 4.

RESOLVED:

      (i) That the report and the proposed action through the Key Stage 3 Strategy and Education Development Plan in respect of targets for 2004, be noted.

      (ii) That the difficulties over agreeing a target for 5+A*- G grades at GCSE, be noted.

17. EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraphs 1, 7, 11 and 13 of Part I of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items (Minute Nos. 18-24).

(At this point in the meeting the County Education Officer reported that Andover C.E. Primary School had been judged as having serious weaknesses and Vigo Junior School had been placed in Special Measures. A full report would be submitted to the Panel meeting in June, 2002).

18. HAWTHORNS SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 5 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be noted.

      (ii) That the appropriate officers be thanked for their continuing support to the school and for providing a clear picture of the circumstances at the school.

    (iii) That a further report on progress made by the school be submitted to the
    Panel.

19. ST ANNE'S CATHOLIC PRIMARY SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 6 in the Minute Book) providing an update on developments at this school.

RESOLVED:

      (i) That the report be noted.

      (ii) That a further report on progress made by the school be submitted to the Panel.

20. BRIDGEMARY COMMUNITY SCHOOL, GOSPORT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 7 in the Minute Book) providing an update on developments at this school.

RESOLVED:

      (i) That the headteacher be congratulated for the progress she has secured so far in addressing attitudes and behaviour of pupils, staff morale and the establishment of high expectations for accountability for those carrying managerial responsibilities.

      (ii) That Local Education Authority support continue to be provided to the school throughout the next financial year.

      (iii) That a progress report be submitted to the Panel in October 2002.

21. EGGAR'S SECONDARY SCHOOL, ALTON (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 8 in the Minute Book) providing an update on developments at this school.

RESOLVED:

      (i) That the report be noted.

      (ii) That a further report on progress made by the school be submitted to the Panel.

22. SUMMARY OF SCHOOLS WITH SERIOUS WEAKNESSES (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 9 in the Minute Book) detailing all remaining schools in the County with serious weaknesses.

RESOLVED:

      That the progress at the schools as identified be noted and further update reports be submitted as appropriate.

23. PINEWOOD INFANT SCHOOL, FARNBOROUGH (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 10 in the Minute Book) on this school which had been judged to be no longer in need of special measures.

RESOLVED:

      (i) That the report be noted.

      (ii) That the headteacher, staff and governing body be congratulated on the school's achievement in being judged no longer to be in need of special measures.

      (iii) That the written report by HMI be presented to the Panel at the earliest opportunity.

24. PARK PRIMARY SCHOOL, ALDERSHOT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 11 in the Minute Book) on this school which had been judged no longer to be in need of special measures.

RESOLVED:

      (i) That the report be noted.

    (ii) That the headteacher, staff and governing body be congratulated on the school's achievement in being judged no longer to be in need of special measures.

    (iii) That the written report by HMI be presented to the Panel at the earliest opportunity.
