AT A MEETING of the STRATEGIC PLANNING JOINT ADVISORY PANEL held at the Civic Offices, Portsmouth on Friday 8 February 2002.

Representatives of Hampshire District Councils were also present.

10. MINUTES

The Minutes of the meeting held on 16 July 2001 were confirmed by the Panel as a correct record and signed by the Chairman.

Arising thereon:

    (i) Guidelines for Urban Capacity Studies

    Further to Minute 3, a query arose on the District Councils' capability of being able to comply with the timescales set for completion of urban capacity studies. The County Planning Officer confirmed that the majority of the District Councils had completed a study and work was underway with the remainder.

11. SOUTH HAMPSHIRE STUDY

The Panel considered a report of the Portsmouth City Planning Officer, Hampshire County Planning Officer and Southampton Head of Planning Policy (Item 2 in the Minute Book) on the South Hampshire Study. In addition, the Panel received an informative presentation by Cliff Piper, Portsmouth City Planning Officer, outlining some of the conclusions and key findings on the technical work of the Study. A report would be circulated to Members and the District Councils within the next month. A question and answer session followed.

RESOLVED:

    (i) That the report be noted; and

    (ii) That the Strategic Planning Joint Advisory Panel agrees the proposed
    approach for Part 2 for dealing with the transport and development options.

12. CURRENT PROJECTS AND IMPLICATIONS OF THE PLANNING GREEN PAPER AND PROPOSED NATIONAL PARKS

The Panel considered a report of the Hampshire County Planning Officer, Portsmouth City Planning Officer and Southampton Head of Planning Policy (Item 3 in the Minute Book) on current projects and the implications of the Planning Green Paper and proposed National Parks. The County Planning Officer summarised the report and drew Members' attention to the key issues contained within it. During the ensuing discussion, Members' detailed questions were answered.

RESOLVED:

    (i) That the work on implementing, monitoring, enhancing information about, and reviewing the adopted Hampshire County Structure Plan be noted;

    (ii) That the proposals set out in the Planning Green Paper and the Countryside Agency's proposed arrangements for the setting up of the New Forest and South Downs National Parks be noted, and the three strategic planning authorities for Hampshire be encouraged to respond to the consultation on them; and

    (iii) That the work on reviewing the minerals part of the Hampshire, Portsmouth and Southampton Minerals and Waste Local Plan be noted, and the three strategic authorities consider the Issues Paper and approve its publication for consultation.

13. HAMPSHIRE PARKING STRATEGY AND STANDARDS 2002

The Panel considered a report of the Hampshire County Surveyor, Portsmouth City Planning Officer and Southampton Head of Planning Policy (Item 4 in the Minute Book). The County Surveyor highlighted the key differences between the existing and new parking strategy and standards. Portsmouth and Southampton City Councils reported that the new parking standards were included in their respective Local Plans.

RESOLVED:

    (i) That each of the three strategic planning authorities approve the approach outlined in the "Hampshire Parking Strategy and Standards" based on maximum parking standards and the principle of accessibility; and

    (ii) That the Hampshire Parking Strategy and Standards be adopted by Hampshire County Council as Supplementary Planning Guidance to the County Structure Plan 2011 (Review) for application within the area covered by the County Council.

The next meeting of the Panel would be held on Tuesday 25 June at 10.00 a.m. at the offices of Hampshire County Council, The Castle, Winchester.
