AT A MEETING of the CABINET of HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on Monday, 11 February 2002.

51 MINUTES

The Minutes of the meeting held on 28 January 2002 were confirmed as a correct record.

52 CHAIRMAN'S ANNOUNCEMENTS

There were no matters arising under this item.

53 REVENUE BUDGET AND PRECEPT 2002/03

The Cabinet considered the report of the County Treasurer (item 3 in the Minute Book) concerning the Council's revenue budget and the precept for 2002/03. The County Treasurer amplified the report drawing attention to issues underlying the key features of a budget of £920.5m, a council tax of £734 and spending which was £57.3m (or 6.6%) above Standard Spending Assessment (SSA). Further to the report, the Cabinet noted that the Hampshire Fire and Rescue Authority had increased its budget by 8%.

During the course of the ensuing discussion, Executive Members expressed strong support for the individual service budget proposals as supplemented by the additions over and above the original guidelines, and for the corporate proposals, as set out in the report. The Cabinet confirmed its commitment to make good any remaining losses incurred by Recreation and Heritage at the end of 2001/02 as a result of the foot and mouth crisis and to set aside a sum in balances to meet a potential overspend on bus subsidies estimated at up to £400,000. There was a unanimous view that the budget proposals were soundly based and represented extremely good value, particularly given the very low level of Hampshire's SSA. Accordingly the Cabinet adopted the recommendations set out in the report subject to the following:-

Recommendation 12 - Add the words "subject to the addition of the words `special education needs audit rates' to the Education entry".

54 CAPITAL PROGRAMME 2002/03 TO 2005/06

The Cabinet considered the report of the County Treasurer (Item 4 in the Minute Book) concerning the Council's Capital Programme 2002/03 to 2005/06. The County Treasurer amplified the report and answered Member questions. The Cabinet
adopted the recommendations contained in the report subject to Recommendation 3 being amended to read as follows:-

"That the discretionary element of £2.168m of the single capital pot be allocated to Environment for an office acquisition, laboratory refurbishment and a contribution towards an entry road and facilities for a relocated waste recycling centre in Winchester, but that the schemes be not committed until the revenue and capital costs of South Hampshire Rapid Transit have been determined as set out in Resolutions 1 and 2."

55 EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That by virtue of paragraph 9 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following item.

56 INTECH 2000 AT MORN HILL, WINCHESTER

The Cabinet considered the confidential report of the Director of Property, Business and Regulatory Services (Item 6 in the Minute Book). Further to the report, the Cabinet noted that the Millennium Commission had agreed to grant an extra £300,000, subject to the County Council agreeing, in turn, to grant at least an extra £200,000. The Cabinet agreed to grant an extra £250,000 towards the project, subject to the conditions set out in the report and such other conditions as may be deemed appropriate by the Director of Property, Business and Regulatory Services.
