1. Summary

1.1 The following decision is sought:

    That the Project Appraisal for the Civic Trust Programme, as attached to this report, be approved.

2. Reason

2.1 Gosport Borough Council has initiated a programme for the installation of closed circuit television (CCTV) facilities throughout the borough which has also attracted significant support from the Home Office to aid crime reduction programmes in urban areas. Earlier, in April 2000, the County Council and Gosport Borough Council commissioned the Civic Trust to undertake a study in response to concerns about the economic, social and environmental performance of the Lee-on-the-Solent area. The Civic Trust has now produced a study report `Lee-on-the-Solent: Sustainable Suburbs Study' which was presented to the Environment Policy Review Committee on 23 January 2002. Amongst the various initiatives identified in that report was the key recommendation to install CCTV in Lee High Street to improve personal safety and encourage walking and bus use. A contribution from the County Council to this specific element of the CCTV programme, identified through this Sustainable Suburbs Study, would be consistent with the guidance on proposals appropriate to be included in the Local Transport Plan. This contribution would uniquely enable one mobile camera site to become upgraded to a fixed camera facility together with the provision of a specific camera located primarily to monitor bus related facilities. The partnership programme attracts considerable external funding which achieves a wide range of benefits for the area.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

A programme of works to roll out a comprehensive CCTV scheme throughout the Borough of Gosport has been developed by the Borough Council. Initially the scheme will deliver some 11 CCTV station sites. Six will be fixed camera sites and the other five will be deployable sites, located as demand arises. The Borough Council is providing £34,000 for the scheme. This has attracted considerable support from the Home Office, amounting to £180,000, together with a further contribution from the Civic Trust via the Urban Regeneration Grant (£7,000).

A study was carried out by the Civic Trust, commissioned jointly by the County Council and Gosport Borough Council into the quality of life in Lee-on-the-Solent. This study identified, amongst other initiatives, a need for the installation of CCTV in the High Street as a key recommendation in support of the aims to reduce crime and the fear of crime, together with the greater encouragement of walking and cycling in the area.

There is ultimately a need to put in place some formal system to monitor bus services and other bus related facilities in the area. The opportunity arises therefore uniquely and exceptionally at this site to draw together both programmes at this stage. By making a specific and limited contribution, the recommendations contained in the Civic Trust Report could be achieved for this area of central Lee-on-the-Solent, and a facility contained in the present Gosport Borough Council CCTV programme could be enhanced at the same time.

The proposal is to contribute £15,000 in 2002/03 and a further £25,000 in 2003/04 to upgrade a mobile site to a fixed camera site and to provide a further camera site in association with bus related facilities respectively.

The contribution to these CCTV proposals was considered against, and found to be consistent with, the guidance for Local Transport Plans issued by the Department for Transport, Local Government and the Regions. This guidance places a duty on local authorities to adopt an integrated approach across all policy areas when spending public funds. In particular, schemes which support the achievement of one area of policy, ie transport planning, but equally are valuable aids in the promotion of other policies, such as planning against crime and fear of crime, greater promotion of walking and cycling and the reduction of social exclusion, are commended to be supported. This partnership project achieves these objectives.

National/County network and policies

There is a clear need to enhance the role of public transport and to encourage walking and cycling within the Gosport area by making it both attractive to use the facilities and engender the feeling of safety at all times of the day and night. These proposals will aid this objective.

Details of scheme and design standards

The proposal involves upgrading a mobile camera site to an affixed camera site in the initial phase of the works in 2002/03 and provision of a further camera site as part of the bus related facilities at Lee-on-the-Solent in 2003/04. The whole will be linked to central controllers and monitoring of the sites will be available from County Council offices.

It should be noted that this is a provision project only with all future running and maintenance costs being funded by the Borough Council.

 

Environmental impact

There is expected to be minimal environmental impact arising from this proposal. Only a minimal impact will arise from the County Council's limited element of the overall project

Public consultation

The Civic Trust Study identified strong local support for provision of CCTV.

In view of the low key scale of these individual elements of the project, consultation on specific details has not been carried out with members of the public. The provision of the CCTV scheme across the borough has generally been welcomed.

Local Member's View

The local Member, Councillor Mrs Snaith, was consulted earlier about CCTV provision in the area and expressed full support at that stage.

Facilities for the disabled

Not applicable.

Maintenance implications

There will be no maintenance implications arising from this project as it is a provide only scheme with all future running costs and maintenance costs being funded by the system operator, the Borough Council.

These proposals will aid the attainment of the objectives of this Act.

Sustainability

The schemes will encourage local residents to walk and cycle more and contribute to the attainment of greater social inclusion.
