1. Summary

1.1 The following decisions are sought:

    (i) That the Project Appraisal for the Weyhill Road, Andover - Weyhill Fair to Portway - cycle route scheme be approved.

    (ii) That, under the powers contained in Sections 65 and 66 of the Highways Act 1980, the sections of footway identified within the proposal as `shared use' be converted to cycle tracks to permit use by cyclists and pedestrians.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

This scheme falls within the Andover Transport Strategy area (ATS). One of the main objectives of this strategy is to encourage more people to cycle in preference to travelling by private car by providing user-friendly and safe cycle facilities.

This section of Weyhill Road (see attached location plan) is lightly trafficked at present but if the proposed Major Development Area is realised traffic levels on this road will increase. This in turn will lead to an increase in potential conflict between cyclists and vehicles unless a safe cycle route facility is provided.

National/County network and policies

The proposed cycle route on Weyhill Road accords with the main aims and objectives of the ATS. These are supported by the Test Valley Local Plan and the Local Transport Plan.

The principle of the scheme has been included in the ATS Programme report which was considered by the ATS Panel in March 2001. Although details of the scheme have not previously been considered by the same Panel it is nevertheless supported by Test Valley Borough Council.

Details of scheme and design standards

The proposed scheme will provide a cycle route on the northern side of the A342 Weyhill Road between Weyhill Fair and Portway. The cycle route will be partly on-road and partly off-road.

The works for the scheme have been designed in accordance with Department for Transport, Local Government and the Regions' standards, together with those of the County Council.

Environmental impact

The proposal will have minimal environmental impact.

Land requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory procedures

The conversion of sections of the existing footway to shared cycle and pedestrian use requires a resolution to invoke powers under Sections 65 and 66 of the Highways Act 1980.

Public consultation

Residents whose properties front onto Weyhill Road have been consulted on the proposals and there have been no objections.

Facilities for the disabled

The needs of the disabled have been considered in the design of this scheme.

Maintenance implications

The revenue implications of this proposal will be taken into account in the setting of the annual base budget.

Crime and Disorder Act 1998

This proposal has no impact upon these issues.

Sustainability

The proposed scheme will provide a safer environment for cyclists and encourage more people to cycle in preference to travelling by car.

Local Member's Views

The local Member, Councillor Kirk, has been consulted and fully supports the proposals.
