    Anticipated Devolved Capital allocations - The total anticipated Devolved Capital allocations to 2003/04 financial year have been allocated to help fund the school / music hall (Phase 1).

Landlord Funded Work connected with this Scheme

There is no Landlord funded work to be undertaken as part of this scheme.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the establishment.

Building Cost - Net Cost = £1,108 per m2

The above net costs relate to the new build elements of the scheme only; it would be misleading to provide a gross cost per m2 owing to the alterations elements of the scheme.

(a) Energy Costs

        The existing school comprises some 9,000m2 of accommodation and the annual fuel cost is approximately £39,000.

        Upon completion of all phases of work including the new school / music hall, foyer and additional music and drama accommodation the estimated annual fuel cost will increase by approximately £5,600.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A Basic Need bid was made to the DfES in September 2000 to extend the school by 104 places. This bid was successful and a scheme has been designed that links new teaching spaces to other new accommodation to provide these additional places.

          The current number on roll is 1,311 with a capacity of 1,238 places. This scheme will provide the additional places and take the capacity of this school to 1,342 places.

      3. DETAILS OF SITE

          LOCATION

          Thornden School is located at Winchester Road, Chandlers Ford.

          ADJOINING LAND AND BUILDINGS

          The existing school is bounded to the north by the Wessex Nuffield Hospital with residential accommodation beyond. To the south is Pitmore School with housing beyond. Winchester Road runs along the length of the western boundary with further housing beyond and to the east is the M3 Motorway with fields beyond.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area is 29.28 acres (11.85 hectares). The total site area following disposal of part of the site for development will be 28.54 acres (11.55 hectares).

          The DfES guideline for a school of this size is 22.76 acres (9.21 hectares).

          This school has been identified in the Land and Property Review for investigation into potentially surplus land. The proposed development will not prejudice any outcome of these investigations.

          PLANNING POSITION

          A detailed formal Planning Application was submitted to the County Planning Officer during January 2002.

          SUITABILITY FOR PROJECT

          The proposals outlined is this appraisal have been prepared in consultation with the County Education Officer and Headteacher and Governors of the school. The scheme will provide the required amount of additional Basic Need teaching accommodation in purpose built accommodation along with better organised teaching accommodation in the existing building.

          There are currently 1,311 pupils attending the school and upon completion of the hall / foyer scheme and this Basic Need accommodation scheme the school will be enlarged to provide 1,342 places.

          RESULTS OF TRIAL BORE HOLES

          The site investigation that was undertaken for the previous phase of works has been used in the preparation of this project.

          The site investigation was undertaken during September 2000 and three trial pits were excavated in the area of the proposed new accommodation.

          The trial pits revealed firm clay overlying dense clayey sand. Made ground was revealed in one pit up to a depth of 1.0m. Groundwater seepage was encountered in one pit at 1.0m depth.

          Foundations will be conventional strip or pad foundations and footings will be founded at a minimum of 900mm below ground level. The ground floor construction will be suspended above ground rather than ground bearing.

          ACCESS

          The existing main vehicular and pedestrian access points to the school are from Winchester Road to the west of the site. These arrangements will not be affected by this latest phase of work.

          The existing service road which is used to serve the All Weather Pitch and which will be used for deliveries to the new music hall will be re-aligned around the new drama accommodation. This service road will also be used for servicing and maintenance of the new buildings in this area of the school.

          COMMENTS ON SITE LAYOUT

          The existing school car park and playcourt with overflow parking are positioned along the length of the western boundary of the site. The school buildings are in linear form to the east of the car park and the playing fields extend to the south.

          The new school / music hall is currently being constructed to the south of the existing forum and gymnasium.

          The Basic Need accommodation will adjoin the north-east and the south-east elevations of the school / music hall on an area which partly occupied by the service road and partly laid to grass. This area currently forms part of the existing school playing field.

          A separate area of land, of some 150m2, elsewhere on site has been reclassified as playing field to allow for the loss of land due to construction of this latest development.

          MAINS SERVICES POSITION

          As part of these works it will be necessary to upgrade the existing electrical supply and install a new electrical transformer to serve the new accommodation.

          The plant equipment provided in the school / music hall will serve the Basic Need accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          As part of this phase of works it is proposed to re-align the existing service road. An external paved foyer with connecting footpaths will be established adjacent to the music rooms and will form part of the entrance to the school / music hall and new accommodation.

          New trees and shrubs will be planted around the school / music hall and the new drama accommodation to enhance the approach to the building.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          This phase of work will comprise the provision of Basic Need accommodation in the form of single storey extensions to the north-east and south-east elevations of the school / music hall. The new accommodation will comprise:

          - two music rooms

          - two drama rooms

          - two offices

          - music library.

          As part of the phase of works to construct the school / music hall space for male, female and an Accessible WC are currently being constructed. As part of this phase of work this accommodation will be fully equipped and fitted with appropriate sanitary ware. A cleaners store and general store will be included in this area and the main reception / bar area will be internally decorated and equipped.

          Internal alterations will also be undertaken to reposition windows within the existing gymnasium.

          PLACES PROVIDED

          An additional 104 places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The existing main school building was built in 1975 and is of a SCOLS design. New accommodation has been added during the 1980's and 1990's and include general teaching blocks, science, home economics and language accommodation, new hall, gymnasium and administration suite. The latest phase of development will provide the school / music hall and foyer.

          All buildings on this site are considered to be in a good condition.

          TEMPORARY BUILDINGS

          There are no temporary buildings on this site and none will be required either during or upon completion of the proposed works.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The proposed new building forms the last part in a phase of works to provide modern specialist facilities at this school. The extensions will be constructed of materials that will compliment the existing buildings on site and landscaping to the perimeter and approach to the new accommodation will enhance this area of the site.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

            The new accommodation will be of a traditional masonry construction to match the school / music hall currently under construction. The single storey extensions will have timber cladding and a roof covered in high performance felt. Windows will be double glazed with aluminium frame.

          FACILITIES FOR THE DISABLED

          The proposed new accommodation will have level access throughout and all of the ground floor accommodation provided in this and the current phase of works on site will be accessible by persons with a physical disability.

          An Accessible WC has been provided adjacent to the main reception / bar area.

          HEATING AND VENTILATION SYSTEMS

          The plant equipment installed in the hall / music hall will be extended to serve the proposed teaching accommodation.

          Under floor heating will serve the new music and drama rooms. The WC's will have mechanical ventilation with extract ventilation to the offices.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals have been agreed by the Headteacher and Governors of the school as being the most appropriate form of development to provide the required additional Basic Need teaching spaces to accommodate the increase in pupils attending the school in the future.

          CAR PARKING

          Two disabled car parking bays will be provided to the north-east of the new accommodation.

          The potential requirement of an additional 22 car parking spaces has been identified, however, this will be the subject to further consultation with Planning Officers.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, County Planning Officer, Eastleigh Borough Council, County Surveyor, Estates Practice, Executive member - Education, Members of the Education Buildings Advisory Group.

      5. THE BUILDING DEVELOPMENT

          The proposals outlined in this appraisal form the final part of a large and unprecedented scheme to provide high quality music and drama facilities at this school.
