Alton Library - New Library (Design Project Appraisal)

1. Summary

1.1 The following decisions are sought:

That approval be given to the attached design project appraisal for the provision of a new library in Alton on part of the site of the existing library. The project to be partly funded from the disposal of the existing library site in accordance with Regulation 99 of the Local Authority (Finance) Regulations 1997.

2. Reason(s)

2.1 To enable the provision of a new library for Alton to replace the existing library facility currently located in an unsatisfactory building which has come to the end of its life.

3. Other options considered and rejected

3.1 Other potential sites in Alton have been considered and rejected. The proposed site offers a good location, avoids a major decanting exercise and releases part of the site for housing development, the proceeds of which will part fund the construction of the new library.
