REPORT

This is the first application received by the Panel from the Warsash Community Partnership which was formed some 3 months ago by a number of key organisations within the local community including local residents. One of the aims of the partnership is to reduce incidents of crime and disorder committed by young people in the Warsash area.

Warsash, like so many other areas, has seen tremendous development in the last 20 years without necessarily the infrastructure keeping pace. One of the manifestations of this is juvenile nuisance and criminal damage and groups of young people congregating at various unsuitable locations like outside convenience stores.

The purpose of this initiative is to purchase and install a purpose built meeting point in a local recreation ground to act as a focal point for young people to gather, if they so wish.

Panel Members will have seen similar installations during the course of visiting various initiatives and this type of facility has a good track record of reducing many of the problems outlined above.

REPORT

Youth Clubs, Hampshire and the Isle of Wight is an umbrella organisation which has a 118 youth clubs affiliated to it and included in the role of this Organisation is the provision of core facilities to its affiliated members.

This is the second application from this organisation and the first related to a Road Safety and Crime Prevention Project related to the driving and owning of four wheeled motor vehicles which was not confined simply to road safety but included advice and information on the ownership and driving of motor cars for young people. These are courses which have some police input proved extremely popular and continue to be provided by this organisation.

This application to the Panel seeks to extend the range of courses available to include advice and instruction to young people about to purchase motor cycles or motor scooters and in common with its parent course has a substantial element to do with the responsibilities of motor vehicle ownership and the prevention of crime. The course involves 30 hours instruction over 5 days and includes the now legally required compulsory basic motor cycle training.

Considerable interest has already been shown in the first series of courses which will be run in the Test Valley Borough Council area who have made a financial contribution.

REPORT

This initiative formulated by the Totton and Eling Crime Prevention Panel of which the local Police are members seeks to provide two detached youth workers on a part time basis to work in identified areas of Eling and Totton and particularly on Friday and Saturday evenings.

The concept of detached youth workers is particularly effective in dealing with disaffected young people who do not normally avail themselves of structured youth facilities provided in traditional youth clubs or organisations such as Guides and Scouts.

A particular strength of this initiative is the flexibility built into it in that the youth workers on police "direction" will be able to respond at different times and to different locations based upon need. The statistics provided with the application demonstrate a significant need for this type of work in an area which has had a remarkable amount of residential development take place in the last 10 years without the infrastructure for young people necessarily keeping pace.

REPORT

The Base Line Project in Southampton has been running since the summer of 2000 and works in particular with young people referred by the Police, Social Services, Youth Offending Teams and the Education Department and has focused on the inner city areas of Southampton and in particular the St Mary's area. It is one of 70 youth inclusion programmes sponsored by the Youth Justice Board. Some of their funds are dependent upon matched funds being raised elsewhere.

This particular application to the Police Authority seeks funding for after school sessions for identified young people time to coincide with the hours of peak offending. It will be open for 3 hours and young people will be able to complete their homework using the available IT equipment. In addition, key workers will be available for one to one contact in order to deal with individual development and social needs as well as the provision of group work and a period of time dedicated to supervised leisure activities. The aims and objectives of the initiative are well set out in the latter parts of Section 2.1 of the application.

This is a very focused initiative to which there will be no open access provided in an area of identified need.

REPORT

The Portsmouth Mediation Service has been established for approaching 5 years and is an independent charity that mediates in referred cases of neighbour disputes. In the majority of cases mediation is provided by a voluntary, but trained mediator.

The Portsmouth service is available to the residents of Portsmouth, Havant and Fareham and is currently involved in about 400 cases per annum with perhaps surprisingly the majority of its client group being over 25 years of age. There is a considerable amount of anecdotal evidence available where mediation provided by a similar service has prevented the escalation of neighbourly disputes and in some cases managed to resolve disputes of many years standing.

In the case of Portsmouth, about 25% of its referrals come either directly or indirectly from the Police and the service has a considerable potential in the saving of police time and the prevention of crime.

This application from Portsmouth seeks financial assistance from the Panel in covering a £5,000 deficit in its annual running costs and further seeks a £3,000 computer equipment upgrade necessary for the successful continued running of the service.

This application seeks, in principle, what is routine operational funding for this organisation and no new aspects of extension of its service. I am therefore unable to recommend to the Panel that it financially supports the application other than by using the discretion that it retains in the disposal of its funds in supporting a worthwhile organisation.

IN JULY 1998 THE PANEL MADE A GRANT OF £5,000 TO THE DIOCESE OF WINCHESTER FOR A PERSONAL SAFETY CAMPAIGN IN RESPECT OF ITS STAFF AND VOLUNTARY WORKERS

REPORT

This application from the Diocese of Winchester seeks financial assistance from the Police Authority in developing and delivering a meaningful child protection policy to its 300 clergy, 23 full time youth workers and many hundreds of volunteers who work in crèches and youth provision.

The programme of awareness and training is designed to be comprehensive in that it deals in both preventing harm caused by those working for the church and in addition identifying and acting upon abuse from other sources which may be evidenced by the attitude and behaviour of young people involved in youth activities run by the church.

The programme is being developed by the Bishops Child Protection Adviser who is a well qualified Social Worker with specialist expertise in the field and will take the form of an awareness road show covering each deanery. The training sessions will not only raise awareness of child abuse and provide training to equip church leaders to develop safe practices, it will in particular aim to equip leaders to identify possible signs of abuse of young people and to take the appropriate action.

Approximately 50% of the cost of this initiative will be in salaries which will be paid for by the Diocese and financial assistance is sought from the Panel towards covering the other costs of the initiative including preparation of material.

AMOUNT RECOMMENDED AND REASONS

I would recommend that the Pane support this initiative with a grant of £4,000 as I believe it goes beyond the requirement of an employer to equip his staff with the necessary awareness and training in order to fulfil their duties. An important part of this initiative will be the training of the volunteers who work with young people within the church and will in particular raise their awareness of the signs of child abuse amongst those in their care.

REPORT

This application from Hampshire Neighbourhood Watch Association seeks financial support from the Panel in order to develop, produce and circulate a recruitment leaflet to be made available throughout the County.

This initiative is designed to tackle the slowing down in the number of new neighbourhood watch schemes being formed and fill a gap where there is no readily available promotional material on the subject of neighbourhood watch at local level. In addition the publicity campaign is designed to gain more acceptance of neighbourhood watch in high crime areas.

It has always been the policy of this Panel to support the County Association of Neighbourhood Watch rather than provide funding to individual local associations.

I would recommend that the Panel support this initiative with a grant of £2,000 which is slightly less than the amount requested but I am aware that the Hampshire Neighbourhood Watch Association are seeking funding from a number of Local Authorities within the County.
