AT A MEETING of the CRIME PREVENTION PANEL of HAMPSHIRE POLICE AUTHORITY held at The Castle, Winchester on 14 February 2002.

PRESENT:

Mrs J Griffin, JP (Chairman); Mrs C Barratt; Councillor D Gillett; Councillor P Mason; Councillor Mrs J Rayment.

Also present: Chief Inspector M Dulson (Community Safety, Hampshire Constabulary); Mr B Saunders (Crime Prevention Consultant); Ms C Vagg and Mrs M Boyes (Clerk's office).

87 MINUTES

    The Minutes of the meeting of the Panel held on 25 October 2001, were confirmed as a correct record and signed by the Chairman.

    Matters arising:

    Minute 85, Appendix I - Andover Domestic Violence Forum Information Project

    The Consultant advised the Panel, that the actual number of leaflets required by Andover Domestic Violence Forum was 8,000 and not 5,000 as recorded in Appendix 1.

88 AMENDMENTS TO THE HAMPSHIRE POLICE AUTHORITY CRIME PREVENTION PANEL MEMBERS' GUIDE

    The Panel considered a report of the Consultant (Item 2 in the Minute Book) on the amendments that had been made to the current members guide.

    The Consultant advised Members that the grant application form had also been updated and the administrative process improved to ensure greater compliance with the deadline for the receipt of applications including improved consultation with Divisional Commanders.

    The Panel discussed the Members guide and thought it had been a worthwhile process updating and revising the practice and procedures of the Panel. Members asked for amendments to paragraphs 4.4 and 4.7 and endorsed paragraph 5.9.3 `the maintenance of the current situation in which all applications are dealt with on their relative merits'.

    RESOLVED:

    That the new Members' Guide be approved as the basis on which future applications will be considered.

89 ANNUAL REPORT 2001/02

    The Panel considered a report of the Clerk (Item 3 in the Minute Book) on the outline proposals for the format of the Annual Report for 2001/02.

    It was agreed that the format of last years report be retained for consistency, with minor design changes to differentiate the report from that of 2000/01.

    RESOLVED:

    That the Panel's annual report be progressed as outlined.

90 APPLICATIONS FOR FINANCIAL ASSISTANCE

    The Panel considered a report of the Clerk (Item 4 in the Minute Book) on requests for financial assistance.

    RESOLVED:

    That, contributions totalling £20,000 be made to the organisations specified in Appendix 1 to the Minutes.

91 PROJECT PROGRESS REPORTS

    The Panel considered a report of the Consultant (Item 5 in the Minute Book) which summarised the monitoring and evaluation reports which had been received from organisations since the last meeting.

    The Panel accepted an invitation from The Youth Café, Aldershot to visit the premises, and it was hoped that this could be extended to all Members of the Authority if possible.

    RESOLVED:

    That the report be noted.

92 SOUTH WIGHT HOUSING ASSOCIATION COMMUNITY FLAT INITIATIVE

    The Panel received an oral update report from the Consultant (Item 6 in the Minute Book) on the application made by the South Wight Housing Association at the meeting of the Panel in February 2001. At that meeting the Panel had agreed to support the project with a grant of £4,505.

    The original bid had been based on a resident association request to set up a community flat facility in the Salisbury Estate area of Sandown. An alternative site was subsequently sought, as the residents were not supportive of the facility. Unfortunately, the project was rejected overwhelmingly following consultation with residents in the alternative area.

    The Panel agreed that the money should be returned to the authority, and that the Housing Association be invited to submit another application for the joint information centre project that was being proposed. This would then be considered on its merits.

    RESOLVED:

    (a) That the position be noted;

    (b) That the South Wight Housing Association be requested to return the grant of £4,505 awarded by the Panel at its meeting in February 2001 towards its Community Flat Initiative which was not proceeding.
