Forward Revenue Budget and Council Tax Precept 2002/03

Report of the Clerk

1 At the meeting of the Financial Affairs Panel held on 5 February, 2002, Members considered the attached report and made the following recommendations to the Authority:-

"That the Authority be RECOMMENDED to agree that:-

(a) The revenue budget as set out in Appendix 1 be approved.


(b) The capital programme as set out in Appendix 5, including the additional item for the development of the Headquarters site, be approved.


(c) The Police Authority's basic Council Tax for the year beginning 1 April, 2002 be £75.15 at Band D.


(d) The Police Authority's basic Council Tax for the year beginning 1 April, 2002 for each Band be as set out in Appendix 3.


(e) Precepts be issued totalling £48,159,992.49 on the billing authorities in Hampshire and the Isle of Wight requiring payment, in such instalments and on such dates set by them and previously notified to the Police Authority, in proportion to the tax base of each billing authority's area as determined by them and as set out in Appendix 3".

2 Members are asked to note that the total figure in (e) needs to be slightly amended from that contained in the report considered by the Financial Affairs Panel to reflect the fact that the figure for the New Forest in Appendix 3 should have read £5,153,614.15 which makes the overall total £48,159,992.48, a difference of 1 penny.

3 Members are reminded that, in accordance with Standing Order 16(5), any decision of the Authority to:

(a) Issue a precept under Section 40 of the Local Government Act 1992, or


(b) Make the calculations required by Section 43 of that Act.


(c) Should only be taken provided at least half of the total membership at the time of the decision and more than half of the Councillor Members (at that time) vote in favour.

RECOMMENDATION:

That the recommendations, as amended, of the Financial Affairs Panel be approved.
