SOCIAL CARE EXECUTIVE MEMBER

INFORMATION FOR SOCIAL CARE - LOCAL INFORMATION PLAN

1. In May, 2001 the Department of Health launched the document "Information for Social Care" as part of a series of outputs from its Social Care Quality Programme to improve the management of information through a more strategic approach to social care information and the use of technology.

2. "Information for Social Care" recognised that information was a fundamental element in the delivery of quality social care services and provided a framework for tackling this agenda and set targets for full electronic records to be maintained for all clients by October 2004.

3. As a first step the Department of Health required each local authority to develop, in collaboration with partners, its own local strategy and information plan.

4. The County Council's Local Information Plan was submitted to the Department of Health on 1 October 2001. It builds on the current information systems strategy and sets out:

    · The national and local strategic context including:

    quality protects, the national service framework, supporting people, modernising/electronic government, best value and departmental re-modelling.

    · The vision for social care.

    · The challenges of Information for Social Care.

    · Information Management Issues.

    · Stakeholders.

    · The Social Services Department's current position.

    · Current plans and priorities.

    · Evaluation.

    · Management arrangements.

5. A copy of the County Council's Local Information Plan is available in the Member's Room.

6. The Department of Health has recognised that some central funding will be required to support implementation of the plan. £53m over three years (2001/02 - 2003/04) has been set aside to help and following assessment of the plans the Department of Health will decide how to allocate these funds.
