AUTHORITY TO CARRY OUT CONSULTATIONS
1. The Executive Member for Education has approved arrangements for consultations with schools and governors on several significant issues, details of which are set out below.
2. All maintained schools in Hampshire are being consulted on proposals to:
(i) Delegate insurance, the school library service, school meals and kitchens and maternity cover of teachers to all schools with effect from 1 April 2002.
(ii) Amend the scheme of financial management.
(iii) Amend the formula to reflect the new funding of sixth formers by the new Learning and Skills Council, when discussions with Heads of Schools covering the age range 11 to 18 are complete. The outcome of these consultations will be reported back in January 2002.
3. Approval has also been given to wide consultations on the draft of the Education Development Plan 2002-2007. This will enable partners to contribute to the development of the second Education Development Plan, and the results of consultation will come back in January 2002, for final decision by the County Council at the special meeting arranged on 30 January.
4. The Executive Member has also given authority to consult with school communities and other interested parties in South West Basingstoke, on the future of primary school provision in the area. The terms of consultation will reflect the effects of the recent fire at Beech Down Primary School, and the demographic changes occasioned by extensive housing development in the Beggarwood Lane area to the west of Hatch Warren. There is a range of options and permutations, which will be the subject of full and detailed discussion with all the schools in the area. These are Beech Down Primary School; Manor Field Infant and Junior Schools; Chalk Ridge Primary School; Hatch Warren Infant and Junior Schools; and St. Mark's C.E. Aided Primary School. The outcome of consultations will be reported back and a decision will be made on future organisation during the first half of 2002.
