RECREATION AND HERITAGE

PART I

ANNUAL LIBRARY PLAN - SEPTEMBER, 2001

1. The Executive Member has considered the Annual Library Plan - September, 2001 which is a statutory requirement and must be submitted to the Department for Culture, Media and Sport (DCMS) by 30 September each year. The plan has already been submitted to the DCMS in draft form since there is a requirement that the final version is ratified by the full Council. The majority of library authorities submit draft plans because the timetable set by the DCMS does not coincide appropriately with council meetings.

2. The DCMS has assessed the plan in seven key areas relating to services, plus a further seven areas relating to policy and their overall assessment is that it is satisfactory as a planning tool and is also rated as satisfactory in respect of the Authority's approach to meeting the public library standards. Officers will be attending a feedback seminar on annual library plans which will also include a presentation on the new draft guidelines for the 2002 plan. A copy of the September, 2001 version has been placed in the Members' Rooms.

RECOMMENDATION:

That the Annual Library Plan - September, 2001 be submitted to the Department for Culture, Media and Sport.
