APPENDIX 1
PSA PERFORMANCE TARGETS
TARGET 1
To increase the percentage of 14 year olds in Hampshire secondary schools at or above the standard of literacy, numeracy, science and Information and Communications Technology (ICT) for their age.
a) by 2004, 81% of 14 year olds will achieve Level five or above in English and mathematics, 80% in ICT and 78% in science.
TARGET 2
a) To secure a Countywide target of 63.8% of pupils achieving five or more GCSE passes at grades A*-C (or equivalent).
b) To increase by at least 7% the number of pupils achieving five or more GCSE passes at Grades A*-C; (or equivalent) in secondary schools in the following areas of relative deprivation:
Aldershot/Farnborough
Andover
Havant
North Basingstoke
and
c) to ensure that at least 43% of pupils in secondary schools in these areas, achieve this standard by 2004.
TARGET 3
To reduce unauthorised absences in secondary schools in the following targeted areas by 15% from 2002 to 2005:
Andover
Havant
North Basingstoke
TARGET 4
a) To increase the proportion of pupils attending Bridgemary and Brune Park secondary schools, Gosport who achieve
i. five or more GCSE passes at A*-C by 7% by 2004 to 39%;
ii. five or more GCSE passes at A*-G (including English and mathematics)
by 2004 by 4% to 93%.
b) To reduce the number of unauthorised absences by 35% at each school by 2005
c) To reduce the number of permanent exclusions by 20% at each school by 2005.
TARGET 5
To provide high quality pre-admission and rehabilitation care to older people to help them live as independently as possible, by reducing preventable hospitalisation and ensuring year on year reductions in delays in moving people over 75 on from hospital.
TARGET 6
To improve the educational attainment of children and young people in care.
TARGET 7
To improve the life chance for children in care by:
Improving the educational attainment of children and young people in care by increasing from 6% to 15% in 2004 the proportion of children leaving care aged 16 and over with five GCSEs at grade A*-C.
TARGET 8
To increase the number of children looked after in permanent placements either through adoption or through placements with friends and family.
TARGET 9
Diversion of household, commercial and industrial waste from landfill through development of natural resource management approach.
TARGET 10
Increase in bus use from 2000 levels by 10% by 2010 with improvements in punctuality and reliability.
TARGET 11
To target a 40% reduction in fatal and serious casualties in Hampshire by 2010 from a 1994 - 98 base, together with a further reduction through the early application of safety cameras through the Hampshire Speed Management Strategy, in partnership with Hampshire Constabulary.
TARGET 12
Halt the deterioration in the condition of local roads by 2004 and contribute to the elimination of the backlog by 2010.
As deterioration on principal roads in Hampshire has already been halted, to halt deterioration on non-principal roads by the end of 2003, a year ahead of the national target, and then to continue the improvement.
TARGET 13
To ensure continuous improvement in the economy, efficiency and effectiveness of local services through annual improvements of at least 2%.
